The New Safe Confinement was completed in 2019 by Vinci and Bouygues Travaux Publics. Sadly, there is no freedom of panorama in Ukraine, therefore permission from the architectural firms in required.

Are all buildings protected? To me the New Safe Confinement looks like a purely utilitarian design, with little signs of the specific architect's personal touch. –LPfi (talk) 16:10, 1 January 2021 (UTC)[reply]
I agree with the remark raised by User:LPfi, from the perspective of the author of some of the contested pictures. It would be difficult to argue there is architectural value in the design of the NSC or any other structures erected to assist in the decommissioning of the enclosed Shelter and dismantling of what remains of Reactor 4 inside.
In this context, the NSC and its associated structures are likely also exempt under Ukrainian Law because:
...it shall be permitted without the consent of the author (or other copyright holder) and with mandatory indication of the author's name and of the source of borrowing: ... to reproduce, in order to highlight current events by means of photography or cinematography, to carry out public notification or other public communication of the works seen or heard in the course of such events to the extent justified by the informational purpose.[3792-XII/199-2017 Art.21(4)]
Because the decommissioning and dismantling of the Shelter and entombed reactor are ongoing activities, and the NSC is a purely functional temporary construction for that purpose, photographs are covered under this provision to inform the general public about the situation at ChNPP.
