Notability question

I'm not sure what the exact criteria are in establishing the notability of a street, road, or highway. That being the case, it seems to me that comparative notability (against existing articles in Wikipedia) is the best test.

1. There is a project underway to create articles on all state highways in the USA. This is a huge project. So far, 20 Colorado state highways -- 1, 2, 3, 5, 7, 8, 9, 10, 11, 12, 14, 15, 16, 62, 82, 91, 96, 125, 135, and 470 -- have articles. Comparing the Central City Parkway to these, it is more notable than eight of the 20 (1, 2, 3, 8, 11, 15, 16, and 125). It is less notable than seven of the 20 (5, 9, 12, 14, 62, 82, and 470). The CCP has roughly the same level of notability as five of the 20 (7, 10, 91, 96, and 135). Based on this quick sample, CCP is about as notable as the average state highway in Colorado.

2. There is a category called Toll roads in Colorado that contains four entries. All four of these entries are comparable to the Central City Parkway in one of two ways. CCP, Pikes Peak Highway, and Colorado State Highway 5 are all mountain curiosities, constructed to a specific terminal destination and not really intended as through highways. (Yes, it is possible to pass through Central City and exit on the other side, but it is not a practical route to anywhere.) On the other hand, CCP, E-470, and Northwest Parkway are all roads that one might have expected to be state highways, but were funded differently for political reasons. Notability of the Central City Parkway appears to be comparable to that of the toll roads, probably more notable than Northwest Parkway.

3. It appears that a great many city streets are considered notable, especially in Ottawa, Ontario and Gatineau, Quebec. I suppose one could argue that the streets of a national capital are always notable, but what about Gatineau? If streets in Gatineau are notable, then the Central City Parkway surely must be also.

Pardon me if I have overlooked some pertinent feature of the guidelines ...
