I think that the "nature of the referencing style" (presumably the use of direct external links rather than {{cite}} templates) is not the impediment to "Start" class. I suggest that difference between the Stub and Start quality scale criteria for references is the number and reliability of the sources, rather than whether they are wrapped in {{cite}}. (classically unsigned)
You think - if it is a new user I see no reason why they should be rewarded for poor referencing method, specially if they have been through supposed review process JarrahTree 13:20, 12 December 2018 (UTC)[reply]
