Because he wanted to be paid at a higher rate than was offered when the show became a series; mentioned in one of 'The Bill' books. I'd guess, too, that he wanted avoid type-casting.

Also, police officers are obliged to move elsewhere if they achieve promotion. Part of the anti-corruption measures. So Salthouse might have found himself one day written out, and unemployed, or else remain. DI forever, even though he was shown as a first-class detective.
