Article needs informed contributor to provide serious analytical content

This article is in desperate need of a contributor who could explain the controversies now swirling around the Landesbanks. As one who is no specialist on these banks at all, but who simply reads the serious press reasonably attentively, it seems clear that there are some very serious questions around the sustainability of the present Landesbank business model. For example: (1) their largely "political" ownership by local governments, (2) their unique capital model, with categories of capital not found anywhere else (which is much debated in the context of Basel lll), (3) their dependence -- in the absence of a deposit base -- on sometimes unstable short-term capital markets as a source of financial resources, (4) their widespread mismanagement in terms of risk taking and losses in recent years, (5) debate in Germany (and beyond) over how to move forward (consolidation? privatisation?), etc. Our article reflects none of this.
