I believe (but am willing to be convinced otherwise) that this is an encyclopedic topic that is appropriately covered here rather than solely in a dictionary. The no-show job is a frequent tool for corrupt officials, and explaining the use and awarding of no-show jobs is beyond the scope of a dictionary definition.
