No, it cannot be, though it could be referenced in a nomination for an individual or organization. The New York Times obituary for Harman (see link in article) says that he was nominated on the basis of the cartoon (which it incorrectly labels a "feature"), but this appears to be an urban legend and official Nobel sources do not support it.
