No mention of better perf boards

Firstly, perfboard is any kind of perforated board. For instance, the perforated particle board that is used for, for instance, hanging tools in a tool shop, is a kind of perfboard.

Small-scale perfboards can be used for assembling electronic circuits. Such a board provides a backing substrate to which electronic components are fastened. However, it provides no electrical connections. The article describes only this type of perfboard. This product is next to useless, because even though it has copper, that provides little value: all that the copper pads do is mechanically fasten each the component to the board (for which purpose glue from a glue gun can be used, with a perf-board that has no copper pads). No current ever flows through the solder!

For one-off, small-scale, or hobby production of electronic circuits, there exist printed circuit boards that have conducting traces spanning groups of two, three or more solderpads, and even some long runs that are intended for uses like power rails, ground or some other global use. With these types of boards, one can build neat circuits with no external wire wrapping. With well planned component placement, the result can be almost as good as a custom PC board. When a wire connection must be made, it can often be installed as a zero-ohm resistor: it is inserted into holes from the component side, soldered on the copper side, and clipped, rather than installed as a bridge between component leads. Some such boards have places to put generic integrated circuits (even surface-mounted ones), and some have edge pins for inserting into slot connectors, like ISA buses and such.

Given that such boards are available, it is foolish to even think about the no-connection perfboards. They are inferior even for prototyping, and do not cost significantly less. Basically they just have more copper removed, causing all of the pads to be isolated, rather than leaving some copper in place for connections.

Breadboards are much better for experimentation and prototyping, and printed circuit perf boards exist that have similar layouts to breadboards, so that experimental breadboard layouts can be translated directly to printed circuits. Between these two needs, there is no real middle space that is satisfied by boards that have no connections between pads.

perfboard without copper

Perfboard without copper is useful. You can not use clad perfboard for an optoisolator circuit which requires a large creepage distance under the isolator. For this you want FR4 without any copper, something like this:
