ZaraCom first began as a R&D project in Taiwan in 2002. The company's cofounder, Jeffery Chang, began research on developing technologies that would improve the quality of wireless networks. In 2006, ZaraCom established its headquarters in Rockville, Maryland, under the sponsorship of Maryland State government and Montgomery County government.
