Its and it's

Hi. If you want the possessive then you need "its". You have wrongly "corrected" it in several places to "it's".

You can only write "it's" when it is short for "it is" or "it has".

  • So this is correct: "It's a nice day today." (= "It is a nice day today.")
  • And so is this: "It's all gone wrong" (= "It has all gone wrong.")
  • But this is wrong: "... the authorities of it's two central provinces of Hà Tĩnh and Nghệ An ..."
  •  – and it should have been left as: "... the authorities of its two central provinces of Hà Tĩnh and Nghệ An ..."

 – because it is the possessive its like my or their – it is not short for anything, so it must not be written as "it's".
