Gold Cup

The tiebreaker is not goals against. The first tiebreaker is quite clearly the head-to-head results of games between tied teams. The Gold Cup tournament regulations say so here, under Technical Rules (section XVII), No. 4(a), on page 15: the first tiebreaker is "Greater number of points in matches between the tied teams." There has been 1 match between the tied teams, which Honduras won; thus, Honduras has 3 points in matches between the tied teams, while Haiti has 0. I'd also add a note that declaring a sudden/inexplicable "end" to a sitting president's term in office could be considered an act of making a death threat.
