Request reason:

Caught by a colocation web host block but this host or IP is not a web host. My IP address is 84.245.35.10. This IP address belongs to a residential home. I've used a VPN recently, that's all. I'd very much like to be able to contribute to Wikipedia.

Decline reason:

Procedural decline. Since this account isn't directly blocked, you can edit from other IPs. As for the one that serves your home, yes, it's part of a blocked range.
