Keep. The term 'Galactic Federation' does appear in various well-known and significant sci-fi franchises and series, and therefore this page serves a purpose in directing readers to the appropriate page for their 'Galactic Federation' of interest. I don't see any substantial WP:OR concerns either at present, since this article operates as a pretty straightforward disambigution page; if any OR issues do appear, they can be removed where necessary.
