As a user of the ATT&CK website, I want the layers shown on the groups/software pages to support subtechniques.

This feature should not be worked on until https://github.com/mitre-attack/attack-navigator/milestone/3 is complete.

The layer format is semi-finalized here: https://github.com/mitre-attack/attack-navigator/blob/feature/subtechniques-layout/layers/LAYERFORMATv3.md

On techniques with subtechniques, showSubtechniques should be set to true only when the subtechniques contain annotations (a relationship exists with any of the subtechniques from the given group/software).
