Hello, I have a global account since 2008. I am a sysop on cs-wiki and regular cross-wiki contributor flagged with editor/autopatrolled/autoreview rights on 11 other wikis. Global rollback would be usefull for me as I usually check global contributions of local vandal IPs. I have read and understood the rollback rules. Thank you. Global rollback is for users "who make heavy use of revert on many wikis"; your request rationale reads that you are requesting the right to help you revert global edits on the off-chance a local vandal has also vandalized elsewhere. We need to know that candidates know what vandalism in other languages they don't speak or read looks like and the only way is a track record where we can see your reverts in many other wikis. I know you are easily trusted, a mid size wiki sysop (we had a recent elected an excellent steward coming from your wiki) as well as multiple rights. I will say now is the demonstrated need component that needs to be shown.   • Weak oppose, I was about to give weak support because this user is a prolific crosswiki editor, then I check this user edit on 6 wiki, most of them are just gnome stuff, this user never have the experience reverting edits on language he doesn't know. Nor have the experience identifying subtle vandalism (article modification and creation) done on many language that done by LTA/Crosswiki spammer, nor have the experience reverting semi legit spam in many language.--AldnonymousBicara? 00:44, 4 April 2020 (UTC)
@Aldnonymous and Hasley:Checking watchlists, RCs and IPs contributions sometimes just takes time and brings no edits… Sometimes I am outrun by a SWMT patroller. I hope I have language skills to detect xwiki vadalism or consult local editors via IRC. Rollback rights would be useful for me on ±6 projects and it would be easier than make requests locally (but eg Czech Wiktionary does not allow such level, just autoconfirmed user or sysop). Maybe I have not been active recently to meet the criteria. No stress I can cope with it :) Thanks for your time anyway. I've been editing since February 2003, mostly in the English Wikipedia. I helped set up the Wikimedia South Africa chapter, and am serving on the current board. My main aim in obtaining global sysop rights is to assist editors in the smaller South African language Wikipedias with things such as Wikidata integration. Frequently new editors get involved, run into obstacles in this area, and then, with no-one to assist, lose interest. Greenman (talk) 11:07, 12 April 2020 (UTC)

At Wikimania Cape Town, we made a concerted effort to kickstart some of the smaller local language Wikipedias. Unfortunately, much of the time was spent running around trying to find admins that could help us edit sitewide CSS and sitewide JavaScript. I would like to have these rights so that we can remove this bottleneck in future. I do not have sysop rights on other wikimedia projects, but am sysop for the local chaper's wikimedia.org.za. I'd love to support the efforts to save local South African low-resource Wikipedias from atrophy and improve them with more Wikidata-driven content (e.g. Wikidata-based templates as seen in Catalan). Greenman is experienced, technically adept, and a wise communicator. I trust him with this role. Vermont, you might be responding to my comment. Not only new users, but new stewards, willing to take on responsibilities and long-term commitment. We are trying to recruit contributors for the local indigenous languages especially from universities. And they'd need someone to support them with standard admin tasks. The current situation is as follows: Swati (bureaucrats, admins), Sotho (bureaucrats, admins), Tswana (bureaucrats, admins), Tsonga (bureaucrats, admins), Venda (bureaucrats, admins), Xhosa (bureaucrats, admins), Zulu (bureaucrats, admins) --YaguraStation (talk) 12:03, 12 April 2020 (UTC)

Oppose Oppose Global sysop incorrect for this purpose. 22.568 Edits in 11 years. You have no crosswiki experience. You do not meet the requirements for GS. This will not work because SRM is exactly the problem we're trying to overcome. Ask an admin? There aren't any. Active editor community? There aren't enough who will respond. Ask a sysop and wait for them to respond is just a bureaucratic bottleneck, and means nothing will get done. Forcing African editors to remain reliant on the goodwill and prompt responses of global sysops is why little progress has been made in this area for years. Greenman (talk) 17:37, 13 April 2020 (UTC)
If there are issues, you can ask on SRM for global sysops to help. It has nothing to do with goodwill. Also, you don't need people to respond to an admin request. So long as no one opposes, you can be a temporary administrator. I was one on the Somali Wikipedia for a few weeks, before I became a global sysop, to handle the mess of copyright violations there. There are no administrators and not enough editors on most of the South African language Wikipedias to respond. Nomden, for example, applied in 2017 to become an admin on the Xhosa Wikipedia, and had no responses. The effect of your suggestion is effectively a purple crocodile, and will leave the South African languages stuck in their current state. Greenman (talk) 17:51, 13 April 2020 (UTC)

I also want to comment re:"bottleneck" - sure I get where you're coming from but you're asking for Global Sysop access to hundreds of projects just to edit 5? You should apply to local projects you want admin rights in, where they are generally granted temporarily (by Stewards) and then extended should they be needed.   • Oppose Oppose Putting aside the controversial use case, you have not demonstrated why you can be trusted, by the global community, with admin rights on 800 wikis.   • I think the intent here is good, but GS is the wrong permission group for it. I'd recommend requesting temporary local sysop rights on the small projects you want to help, and building up local capacity so the locals can request temp sysop as well. There are no requirements for temp sysop other than a week-long notice or discussion (nobody needs to participate). – Ajraddatz (talk) 14:42, 18 April 2020 (UTC)

Global IP block exempt for Qiyue2001

Im currently using a proxy service to circumvent local internet censorship, it consists many servers spread on a list of cloud computing providers, including the one im currently using which is based on microsoft's azure cluster. the local authority regularly blocks foreign IPs that they think might be used as proxy servers, therefore these services generally provide many servers instead of a static one in case such event, which will be a major inconvenience. if you may, i would like to request an examption, thanks --Gwarp (talk) 21:58, 3 April 2020 (UTC)

Not done, as user already has that flag. @奧田95: GIPBE applies to all IP addresses, but it doesn't apply to all blocks. It only applies to global blocks. Not sure what is the exact message you see, but I'm pretty sure it's about a local block. We can help you to guide you to the right place, but we'd need the block message and your IP address. Global IP block exempt for DiamondRemley39

Caught by a colocation web host block but this host or IP is not a web host. My IP address is 134.122.4.225 and the blocked range is 134.122.0.0/17. The block was made by Jon Kolbert (meta.wikimedia.org). The reason given is Open Proxy: Colocation webhost - Contact stewards if you are affected . 23.239.18.33 doesn't really seem to be part of university network - this IP address is assigned to Linode, a company that provides cloud for developers. Hello. I'm Phjtieudoc from the Vietnamese Wikipedia. I have joined Wikipedia since March 16th, 2017 and currently have more than 10000 edits on Vietnamese Wikipedia. I can speak Vietnamese and English. Currently I'm a Patroller on Wikipedia, which fight vandalism and tagging speedy deletion on articles, and helping the newcomers. For months, our "user renaming request" page have tons of requests on renaming. Thus we do have a global renamer who speaks Vietnamese but he usually don't active for personal reasons, and most of the global renamer couldn't speak Vietnamese, so it is hard for them to know the name changing reasons provided by users. I came here from 1997kB's recommendation and I'd like to volunteer to be the second renamer for the Vietnamese Wikipedia to complete those undone renaming request and respond them more quickly. I am often active on our home Wikipedia and want to make Wikipedia a better place for the users. I have read the terms & policies on meta and want to be another hand to reduce the works of global renamers, free them more times for editing. Hello all, now that Abuse filter maintainer has gone live following the recent vote, I'm throwing my hat in the ring. I've been an abuse filter editor on enwiki for many years, and have also been active here. I'm currently a global abuse filter helper and have used this to help consult with filters on other projects. It would be easier to be able to directly assist other projects on request (such as this request from sqwiki this week). While I do not enter code changes, I am active on phab regarding discussions in this area. I have 2FA enabled, and have identified to the foundation already. I became a Global Sysop back in August 2018 primarily to help with maintenance of abuse filters on different wikis. Later, the scope of my GS responsibilities was expanded to include all other things GS members do. In practice, I rarely used it outside of abuse filter related activities, and that would foreseeably remain the same. In contrast, as a MW developer with special focus on AbuseFilter extension, I would like to remain helpful in that front. Therefore, I would like to ask for my GS right removed, and instead to be given the abuse filter maintainer (AFM) right. This would essentially reduce my access to all that I really intend to use.
