Matthew Berry

General Counsel

Mr. Berry joined the Office of General Counsel in February 2023.  He was most recently a Partner at Akin Gump Strauss Hauer & Feld LLP in Washington, D.C.  Mr. Berry previously served as General Counsel, Deputy General Counsel, and Chief of Staff of the Federal Communications Commission.  He has also served in the U.S. Department of Justice's Office of Legal Counsel and Office of Legal Policy, where he earned the Department's John Marshall Award for providing legal advice related to counter-terrorism policy.  Mr. Berry was a law clerk for U.S. Supreme Court Justice Clarence Thomas and Judge Laurence Silberman of the U.S. Court of Appeals for the District of Columbia Circuit.  He also previously served as a staff attorney at the Institute for Justice.  He received his A.B. in Government and Economics from Dartmouth College, summa cum laude, and his law degree from Yale Law School, where he was a member of the Yale Law Journal.

Todd B. Tatelman

Deputy General Counsel

Mr. Tatelman has served in the Office of General Counsel since November 2011.  Mr. Tatelman previously served as a Legislative Attorney for the American Law Division of the Congressional Research Service (2003-2011).  Mr. Tatelman received bachelor of arts degrees in Philosophy, Political Science, and Economics from Boston University (2000) and his law degree, with honors, from The Catholic University of America, Columbus School of Law (2003), where he was a member of The Catholic University Law Review.

Brooks M. Hanner

Associate General Counsel

Mr. Hanner has served in the Office of General Counsel since July 2018. Mr. Hanner was previously a Senior Associate at Hogan Lovells US LLP in Washington, D.C., where he represented clients in civil and criminal litigation, government investigations, and internal investigations since 2010. Before that, Mr. Hanner served as a law clerk to Judge Louise Flanagan of the Eastern District of North Carolina. Mr. Hanner received his law degree from the Wake Forest University School of Law in 2009, where he was a member of the Law Review and Order of Barristers and won the Moot Court Board Award and Best Brief in the law school’s moot court competition. He received his bachelor of science from the Kelley School of Business at Indiana University in 2006, majoring in Business Economics & Public Policy and International Business. Mr. Hanner has experience in a wide range of government enforcement actions, has argued and briefed cases at the trial and appellate levels, and has conducted numerous internal investigations for companies and universities.

Sally Clouse

Associate General Counsel

Ms. Clouse has served in the Office of General Counsel since July 2014.  Ms. Clouse previously served as a legal fellow at the Council of the District of Columbia Office of General Counsel. She also previously served as a law clerk at the Library of Congress Office of General Counsel, the Congressional Research Service, and the District of Columbia Attorney General. Ms. Clouse received bachelor of arts degrees in both Political Science and Psychology, summa cum laude, from the University of Massachusetts Amherst (2010), and her J.D., with honors, from The George Washington University Law School (2013), where she was a member of the Federal Circuit Bar Journal.

Bradley Craigmyle

Associate General Counsel

Mr. Craigmyle joined the Office of General Counsel in April 2023. He joined from the U.S. Department of Justice, where he served as a trial attorney in the Civil Division's Federal Programs Branch. Mr. Craigmyle clerked for Judge Gerald Bard Tjoflat of the U.S. Court of Appeals for the Eleventh Circuit and for Judge Stephen N. Limbaugh, Jr., and Judge Stephen R. Clark, both of the U.S. District Court for the Eastern District of Missouri. He received his bachelor of arts degree from Truman State University, summa cum laude, and his law degree from the University of Missouri School of Law, magna cum laude, where he served as the Editor in Chief of the Missouri Law Review.

Rachel Jankowski

Assistant General Counsel

Ms. Jankowski has served in the Office of General Counsel since May 2023. Before joining the office, Ms. Jankowski had worked at Crowell & Moring LLP in Washington, D.C., where she represented clients in mass tort and complex commercial trial and appellate litigation. Ms. Jankowski served as a law clerk for Judge Wendy Williams Berger of the U.S. District Court for the Middle District of Florida and for Judge James J. Tancredi of the U.S. Bankruptcy Court for the District of Connecticut. Prior to her clerkships, Ms. Jankowski worked as in-house counsel for Fidelity National Financial. She received her law degree from the University of Michigan Law School in 2016, where she litigated cases in the Civil-Criminal Litigation Clinic, including securing an acquittal for her client in a criminal assault trial. She received her Bachelor of Arts degree in Political Science and History from the University of Michigan in 2013.

Andy Wang

Assistant General Counsel

Mr. Wang has served in the Office of General Counsel since October 2023. Before joining the office, he was an Assistant United States Attorney with the United States Attorney's Office for the District of Columbia, where he prosecuted complex conspiracies and criminal enterprises. He tried over 20 cases, and won several awards during his tenure. Before that, he worked at the Washington, D.C. office of Arnold & Porter, where he represented clients in government investigations and criminal prosecutions. He clerked for the Honorable Leslie H. Southwick for the United States Court of Appeals for the Fifth Circuit. Mr. Wang received his B.A., magna cum laude, from Rice University. He received his J.D., cum laude, from Harvard Law School.

McKayla Bobitski

Law Clerk

Ms. Bobitski joined the Office of General Counsel in March 2023. Ms. Bobitski is an evening student at the Catholic University of America, Columbus School of Law. She received her B.A., cum laude, in International Affairs from James Madison University.

Hannah E. Aiello

Law Clerk

Ms. Aiello joined the Office of the General Counsel in March 2023. Ms. Aiello is an evening student at the George Washington University Law School where she is a member of the Corporate and Business Law Society. She received her B.A. in Government and Politics from the University of Maryland, College Park, where she was a member of the Justice and Legal Thought Scholars Program.

Scott Cunningham

Director of Administration and Member Services

Mr. Cunningham joined the Office of General Counsel as Director of Administration and Member Services in May 2021. Starting as a summer intern in 1999, Mr. Cunningham brings over twenty years of experience and public service on Capitol Hill to OGC.  Serving in a wide variety of hill staff roles from Staff Assistant to Senior Advisor, Mr. Cunningham previously worked for three Members of Congress and with the House Ethics Committee.  Mr. Cunningham is a native of Dallas, Texas and graduated from Emory University with a Bachelor of the Arts degree in History and Political Science.
