Wikidata currently has a list of languages which shouldn't be used in monolingual text statements in WikibaseContentLanguages.php.
These are language codes that either have more appropriate language codes available, or which are designed for the UI rather than content.
These should not be used for lexemes for the same reasons they should not be used for monolingual text statements.
