Yesterday, the Chancellor announced the end of universal Winter Fuel Payments to all pensioners. In future, the benefit will be means-tested and only those in receipt of Pension Credit and some other qualifying benefits will receive it. Fuel Bank Foundation has long championed better targeting of Government support where it would have most impact, so cautiously welcome this announcement. But the £1.4bn this change saves must be spent on upgrading the least well-insulated properties first, as well as providing crisis financial support to those who need it, so that everyone in the UK is able to afford to keep warm in winter. #fuelpoverty #winterfuelpayments

Over the past 5 years the Fuel Bank Foundation has supported hundreds of thousands of people across Great Britain. We work with customers of all GB energy suppliers, providing emergency heat and light to families on prepayment plans or who prepay for their energy. We’re there when their gas and electricity meters have run out of credit, and the lights go out and the pilot light is extinguished. Citizens Advice report that 140k households annually cannot afford to top up their meter and this will only increase with COVID-19. Now more than ever, the work that Fuel Bank Foundation does is vital: providing same day support to households in crisis, ensuring that their voices are heard by policymakers, and working towards a world where people don’t have to choose between heating and eating. This morning, members of our executive board visited the Fuel Bank Foundation at Queensborough Community Centre on the Scovell Estate in Southeast London. Fuel Bank Foundation is the only UK charity to focus on the challenges of people living in fuel crisis. Given Ofgem’s emphasis on supporting vulnerable consumers and the issue of forced prepayment meter installation in recent years, this visit offered a valuable chance for Ofgem decision makers to explore the support that is available to energy consumers, gain insight into the consumers ‘lived experience’ and directly understand FBF’s efforts to address the issue of fuel crisis. We would like to thank those who took time out of their days to host us and explain the issues that they are facing and look forward to working with them in the future to better support energy consumers.
