With respect to the diverse religious beliefs of all Alaskans, I offer the following prayer: Earlier this week, Jewish communities across the globe gathered together at seder tables in their dining rooms, in their backyards, and within the walls of synagogues to commemorate the festival of Passover and retell our People's Exodus story, a journey of enslavement and narrowness to freedom and expanse. 2024-04-26 House Journal Page 2442 We are commanded to tell the story of the Exodus b'chol dor vador, in every generation, as a reminder that the work of redeeming this world is not yet complete, that we cannot be free until all are free, and that every one of us has a role to play in realizing the dream of a more just and loving society. Oh God, as we gather in this chamber today, may we be guided by this injunction to approach the world with empathy and compassion. M'Kor Ha'Geulah, Source of Redemption, help us govern in a way that promotes the well-being of all Alaskans. Release us, Matir Asurim, freer of the captive, from the bonds of ignorance, prejudice, and division. And open us, Oseh Shalom, maker of peace, to embodying your attribute of chesed, loving kindness, by filling our hearts with a spirit of generosity, understanding, and unity. Ken Yehi Ratzon, may this be so. Amen. The Pledge of Allegiance was led by Representative McKay. CERTIFICATION OF THE JOURNAL Representative Saddler moved and asked unanimous consent that the journal for the 100th and 101st legislative days be approved as certified by the Chief Clerk. The following fiscal note(s) apply: 1. Indeterminate, Dept. of Revenue The Governor's transmittal letter dated April 25 follows: "Dear Speaker Tilton: Under the authority of Article III, Section 18 of the Alaska Constitution, I am transmitting a bill designed to reduce the burden of income, property, and sales tax on the agriculture and timber industries in the State. Under the terms of the bill, certain agriculture and timber businesses would be exempt from state and local income, property, and sales taxes for a period of 10 years. Alaska has a vested interest in ensuring a robust agricultural and timber economy. To support that economy, this bill would exempt agriculture and timber businesses that produce at least $25,000 per year in agriculture or timber products from local property tax assessments, city and borough sales taxes, and state corporate income tax for 10 years. The implementation of this tax exemption will promote the growth of new and existing businesses in the State. I urge your prompt and favorable action on this measure. Sincerely, /s/ Mike Dunleavy Governor" HB 400 HOUSE BILL NO. 400 by the House Education Committee, entitled: 2024-04-26 House Journal Page 2459 "An Act relating to correspondence study programs; relating to allotments for correspondence study programs; and providing for an effective date." was read the first time and referred to the Education and Finance Committees.
