Team development is hardly a thing however personal development is measurable. Provision of training is quite helpful but the real work is has to be personal. Soft skills are numerous and it has to do with individual willingness to galvanize towards them and gain the same. Each individual goes away with something definitely after every training. It's only when you see improved performance that you can say they 'actually' learned. As much as I am an advocate training, it just opens the door... each person has to chose to enter or walk through same. Many want the outlook but few can really do the work necessary to achieve that outlook.
