The U.S. Department of State manages America’s relationships with foreign governments, international organizations, and the people of other countries. U.S. diplomats and Civil Service professionals carry out the President’s foreign policy and help build a more free, prosperous, and secure world. U.S. Department of State employees, with their skills, character and commitment to public service, are the backbone of America's diplomacy. They represent the people and advocate the interests of the U.S. to the rest of the world. The Foreign Service (FS) is dedicated to representing America and responding to the needs of American citizens in other countries. Members of the Foreign Service can be sent to any embassy, consulate, or other diplomatic mission anywhere in the world, at any time, to serve the diplomatic needs of the United States. Civil Service (CS) employees provide in-depth expertise and continuity in accomplishing all aspects of the Department's mission and are involved in virtually every function of the Department. Civil Service employees issue passports, compile and analyze overseas reports, provide logistical support to posts, consult with Congress about foreign policy initiatives and policies, and formulate and manage the budget. Nearly 7,400 Civil Service (CS) employees serve as a stable resource pool in Washington D.C., at Passport Agencies and field offices throughout the United States, and at several Consulates in Mexico. More than 31,000 Foreign Service National (FSN) employees also supplement the personnel requirements of the Department overseas. FSN employees are local residents of the countries in which we maintain diplomatic posts and consulates. They are valued members of our embassy teams, for they provide continuity for the transient American staff and have language and cultural expertise.

Secretaries of State routinely welcome our interns to the Department. But did you know that several years ago, one of those interns ended up serving as Secretary of State? Yep. Condoleezza Rice, 66th Secretary of State, started as an intern in the Bureau of Educational and Cultural Affairs in the 1970s. Plenty has changed since then: smartphones, the internet, the jobs that interns perform. But a big difference is that our largest internship program, the Student Internship Program, is now a paid program. The move is part of the Secretary’s Modernization Agenda that seeks to ensure the Department attracts and retains top talent that reflects the diversity of the United States. Congrats to the more than 230 interns who took the oath earlier this summer and are now headed back to school. We’ll be watching out to see if any of you become secretary in the years to come. “Mr. Herren, you have a better chance of becoming a brain surgeon than ever getting into the Foreign Service.” Those were the words of my faculty advisor when I told him, that I wanted to become a U.S. Diplomat. He believed that no one from a small state university in Oklahoma had a chance. That was over 30 years ago, and he was wrong. As much as he was wrong then, his assessment would be even more absurd now. The department recruits and hires candidates from all across the U.S. with varied backgrounds and interests. I believed my professor but a few years later, I found out that the test was free. I thought, "why not, take the test and see?" I’m glad I did. Passing that test was the boost I needed. It led me to this wonderful career and to the life I was able to provide for my family. The test is still free. Why not give it a try? Maybe it will give you that boost you have been looking for.
