SUBJECT : Reiteration on the Proper Appearance of PNP uniformed


Personnel

1. Reference: Memorandum from Regional Director, PRO8 dated January


31, 2020 with same subject stated above.

2. This pertains to the strict implementation of “Tamang Bihis” which is


included in the command directives of the CPNP during his appointment. It has been
observed that some PNP personnel are taking for granted the said guidelines
despite constant reminder. It is significant to note that police officers must always
maintain and observe “Tamang Bihis” as it affects the whole personality and their
integrity. Also, when a police officer maintains proper appearance, it helps them gain
the trust and confidence of the community within their AOR.

3. In this regard, all PNP Uniformed personnel are reminded to adhere to


the following guidelines while wearing their uniforms:

a. For Female PNP Personnel


1) Hair
a) Should be kept clean, neatly shaped, conservatively arranged and
professionally styled;
b) The hair on the back of neck should not touch the collar of the
uniform;
c) Long hair should be unnoticeably pinned or fastened on the head
in an attractive style;
d) The use of eye-catching rubber bands, combs, and pins is not
allowed;
e) Hair color should never be faddish or outrageously multicolored, it
should appear natural and complimentary; and
f) Extreme, unusual, or trendy haircuts or hairstyle are not
authorized.

2) Fingernails
a) Nail polish should complement with the natural skin tone;
b) Fingernails should not extend one-quarter inch past finger tips;
and
c) Fingernails should be trimmed and kept clean.
3) Cosmetics
a) When cosmetics is used, it should blend with the natural skin tone
to enhance natural features;
b) Should use a conservative lipstick color that complements the
uniform; and
c) False eyelashes are inappropriate and should not be worn in
uniform.

4) Jewelries
a) While in uniform, earing with simple design is authorized;
b) May wear one watch or one simple bracelet only but no wearing of
ankle bracelets;
c) Necklace when worn should not be noticeable; and
d) Wedding ring and/or one simple ring only.

5) Eyewear
a) Eyeglasses or sunglasses that are trendy have lenses or frames
with too large initials, designs, or other adornments are not
authorized;
b) Eyeglasses shall not be hanged on the uniform;
c) May wear contact lenses with traditional colors such as: natural,
gray and brown only or opaque lenses that are prescribed
medically for eye defects; and
d) Clear lenses that have designs which may change the contour of
the iris are not authorized to wear with the uniforms.

b. Male PNP Personnel


1) Hair
a) Should be kept neat, clean and well-groomed;
b) The hair should not touch the ears or collar except for the closely
cut hair at the back of the neck or extend below the eyebrows
when the headgear is removed;
c) The hair should not interfere with the proper wearing of the
headgear; and
d) If hair color is used, it should never be faddish or outrageously
multicolored, it should appear natural and complimentary.

2) Mustache
a) Mustache, beard and imperials are absolutely prohibited; and
b) The face shall be kept clean shaven.

3) Fingernails
a) Fingernails should be trimmed down and kept clean and should
not extend past finger tips; and
b) Only colorless nail polish is allowed.

4) Jewelries
a) May wear one watch or one simple bracelet only but no wearing of
ankle bracelets;
b) Necklace when worn should not be visible; and
c) Wedding ring and/or one simple ring only.

a) Eyeglasses or sunglasses that are trendy have lenses or frames
