Dr. Alipio T.

Garcia (University of Philippines – Baguio), (Interaction of Science, Technology and


Society through Time) Alipio T. Garcia is a professor of Physics at UP Baguio, teaching for
almost 3 decades now. He has an undergraduate degree in Mathematics (UPB) and went to
pursue advance degrees in Physics (MS, PhD from National Institute of Physics, UP Diliman). In
addition to Physics courses, he has been teaching GE courses in Physics and Science,
Technology and Society for almost 2 decades now. He has several publications in
semiconductor Physics and Optoelectronics, which are his research interests, in addition to
Cordillera materials culture of late. Science was considered mostly an academic notion and it
was raising questions that bothered the minds of few. Technology used to be mainly in the
hands of the governments and it was used to benefit the lives of people, in a way much different
than it does today and to a way lesser extent. The interaction between science, technology, and
society (STS) is an academic discipline that studies how Society and culture create science and
how science affects society in return. Scientific and technological activities refers to the
clarification of unknown phenomena, and to the creation of new knowledge through the
discovery of new natural laws and principles, and the new knowledge obtained is then utilized in
the real society. The essence of how Science and Technology contributes to Society is the
creation of new knowledge, and then utilization of that knowledge to boost the prosperity of
human lives, and to solve the various issues facing Society. Creation of new knowledge is an
increasingly important aspect of scientific and technological activities, and the role of Science in
this knowledge creation is important for the realization of “science and technology for Society.”
The natural characteristics of the society are its geography, its priorities, its problems, its fears
and everything about it will ultimately become the constraints to Science and Technology. The
society is the brain because it is the Society that dictates which Science, which Technology to
appropriate, it is the Society that dictates how can individually utilize a scientific knowledge that
is acceptable and unacceptable decisions are based on the priorities of the Society.

Based on my understanding or recalling from the past of how man existed and its purpose of
surviving in the Society man needed not to produce what the Society did not require for him to
produce in order for him to survive. From what I saw in the video brought by all the
advancements, people now need what they ones considered only as wants and what they want
come from what they do not have despite the lack of grounds to necessitate such products of
Technology by these it has to satisfy the needs and priorities of man in order for the Society to
survive and achieve sustainability in all respects.
Therefore, I conclude that the interaction of the Science, Technology and Society are very
complex because it depends on a many factors including the elements of Science, Technology
and more complicated and extreme element as far as the Society is concern. There are many
factors that will affect the society because Science can give an infinite number of objects that is
acceptable or unacceptable that is what a differential equation means it has infinite number of
solutions. The particular solution is the boundary conditions and these boundary conditions are
supplied by society. Science has to satisfy the needs, priorities, the fears and everything of the
society
