On 10/21/20 I was contacted by the Tom Fabus who is the Chief of Investigations for the Michigan Attorney
General's Office. Fabus asked for Michigan State Police assistance with a joint investigation of alleged voter
fraud being conducted by the Muskegon Police Department and the AG. An investigative task force was
formed, and an investigation was initiated. The investigation is ongoing.

On 10/16/20 Muskegon City Clerk Ann Meisch and Deputy Clerk Kimberly Young contacted the Muskegon
Police Department after noticing irregularities in voter registration applications received both in person and by
mail.
Meisch received a small uantit and then larger quantities of voter registration applications by mail from a
female later identified as It was found that-was working for a company called -
-who also went by the name Meisch stated that in her opinion a quantity of the
voter registration forms were highly suspicious and possibly fraudulent. Meisch's opinion was based on the
fact that numerous forms appeared to have been completed by the same writer and upon initial examination
addresses on multiple forms were invalid or non-existent. Meisch investigated further and found that phone
numbers on multiple forms were erroneous and signatures on multiple forms didn't app~
on file with the De~ State. Examples included an address in the.....___
and another in the---- Those addresses do not exist in the Muskegon City house
numb_eringsystem. Another form listed 80 W. Southern Ave which is the address for Muskegon High School
and is clearly not a residence.

On 10/20/20 (deadline day for in-person voter registration applications) returned to the
Muskegon City Clerk's office to deliver additional registration forms in person. Meisch estimated that -

Anderson and Captain Shawn Bride conducted a non-custodial interview with■■■■■■- initially

Detective Kory Luker from Muskegon PD used the above information to draft a search warrant for GPS
location information for the phone of The search warrant was signed on 10/22/20 and
location information became available on 10/23/20.
On 10/23/20 Detective Luker gave me several addresses derived from location information from -
Phone. The phone was located at ■■■■■■■■■■■■■■■lwith an accuracy of 8 meters for a
prolonged period of time. I contacted D/F/Lt Weimer from 2nd District SIS and requested he se~
check the address. On 10/23/20 at 4:00pm D/Tpr's Kevin Pirvu and Stephanie Chang went to-■11111111■1111
Rd. They indicated that the Tel Nine Office Plaza was located at the venue. Upon entering the public area
Detectives found that- had a placard affixed for Pirvu and Chang stated they saw an
unknown male and female working inside. Photographs were taken, and the Troo ers also ran the late of a

To find out more I conducted several open-source "Google" searches. I found job
• s offered b on both Jobsearcher.com and Jobattic.com. The posting on Jobatic.com by
offered an administrative assistant position in Muskegon Heights, Ml. The posting stated
that the position paid $15.00 per four for data entry working on a voter registration project. The position
description stated that the person would check the accuracy of voter registration cards while entering them into
a system and would be calling registrants to get information for incomplete cards, scan the cards and help with
payroll.
I also found multiple expired postings on Jobsearcher.com for in Flint, Ml including "Regional
Field Manager, Supervisor and Driver, Voter Registration Specialist and Field Canvasser. There were also
postings for Regional Field Managers in Washington DC and Chicago, IL.

Investigators had several online meetings with AG Investigators, Muskegon PD, MSP and representatives from
the Michigan Secretary of State. Michigan SOS Analyst Corey Ames prepared a spreadsheet with information
supplied by the Muskegon City Clerk's Office and Muskegon Police Department. Each suspicious voter
registration form and other samples were sent to Ames for analysis and comparison to the MOOS Qualified
Voter File and Driver Information Database. On 10/26/20 the spreadsheet highlighting irregularities was then
sent to Muskegon PD for follow up investigation and comparison.
On 10/27/20 Detective Luker conducted follow up investigation based on the analysis done by MOOS Analyst
Ames. Detective Luker contacted me and reported the below findings based on his follow up work:

On 10/28/20 I received a call from Detective Luker. His search warrant for cell phone location information for
elapsed but was renewed and activated on 10/28/20. Luker stated that GPS location showed
phone was at the Best Western in Grand Haven, Ml.
On 10/28/20 at 9:15am I went to the Best Western and located a black Nissan Sentra (Ml Reg/ EDL6130) in
the parking lot. A short time later a gray mini-van arrived and parked next to the Nissan. An unidentified black
male went into the hotel and left a short time later. Believing the mini-van may be a rental and related to the
investigation I followed the van from Grand Haven to Muskegon Heights. The van entered the parking lot at
the northwest corner of Hoyt and Broadway. An awning on the business stated it was the "California
Eyewear". I did a search on the business and found California Eyewear was no longer in business. The
Dod e Caravan was observed to have North Carolina Re istration HCA3208. Your affiant ran a LEIN check
and ■■■■■ The driver and the three females
left eastbound on Broadway in the van. I lost visual contact with the van shortly after.
I returned to the California Eyewear storefront located at 160 E. Broadway at a roximately 5pm. Three
different Dodge Rental mini-vans includin the one that was followed from hotel in Grand Haven were
observed at the business front. Numerous
unknown persons were witnessed getting out of the mini-van vans and both coming in and going out of the
front door of the business.
On 10/29/20 at approximately 10:30am I spoke with Detective Luker. Detective Luker stated he went to 160 E.
Broadway at approximately 10:00am and observed two parked mini-vans at the business but no persons inside
the business or the vans. Detective Luker was able to retrieve a bag of trash from the rear of the business.
Detective Luker found paper in the bag with information about employee agreements, potential
lists of canvassers and COVID policies.
On 10/28/20 I drafted a search warrant for Room-of the Best Western Hotel in Grand Haven, Ml. The
search warrant was reviewed by Assistant Attorney General Richard Cunningham and signed by 60th District
Court Magistrate Cavan Berry.
On 10/29/20 at approximately 1:30pm based on the information received from Detective Luker's trash pull I
drafted a search warrant for 160 E. Broadway. I swore to the warrant over the phone and the search warrant
was signed in Muskegon.

INFORMATION:
On Wednesday (10-28-20) I received a call from D/F/Lt. Anderson regarding this investigation. He asked if I
would execute a search warrant on Thursday (10-29-20) at the 'Best Western' in the City of Grand Haven.
D/F/Lt. Anderson said that he would be executing a search warrant at the same time, at a field office in
Southfield. D/F/Lt. Anderson stated that Muskegon Police Department (MPD) Detective Kory Luker was the
MPD contact regarding this case and that he would be assisting at the Grand Haven location.
At approximately 8:00am on Wednesday (10-29-20), I received a call from MPD Det. Kory Luker. Det. Luker
said that he had been monitoring the phone pings of the suspect ■■■■■■I) this morning and that she
left the City of Grand Haven at approximately 5:30am. After receiving this information, I drove through the
parking lot of the 'Best Western' and noted that- vehicle was not there. I advised Det. Luker that we
would wait until 10:00am, the time of the search warrant in Southfield, and then execute the search warrant at
the 'Best Western.'·

that room - had extended one day and was requesting room service.

While I was speaking to D/Sgt. Stephens and Det. Rasch executed the search warrant on
room - Cleaning personnel had just opened the room prior to us arriving and they gained access that

Noted during the search was only toiletry items and clothes that appeared to belong to a female. Nothing was
seized.
PHOTOGRAPHS:
D/Sgt. Stephens took photographs of Best Western room -using his department issued cell phone. The
photographs were later uploaded to a DVD-R and entered into agency property (below - item #1 ). D/Sgt.
Stephens also uploaded the photographs into the MSP Digital Crime Scene Repository.

Even though nothing was seized, I c~ted a return/tabulation and left a copy in room- A copy of the

I was contacted by D/F/Lt. Mike Anderson on 10/28/2020 and requested to assist with the execution of a
search warrant in Grand Haven on 10/29/2020. D/Sgt. Forner, Grand Haven Department of Public Safety Det.
Rasch, and I executed the search warrant at the Best Western Hotel in Grand Haven, room - on
10/29/2020. Se D/Sgt. Forner's supplemental report for details.
We entered the building and determined no one was inside. We searched the business for evidence listed on
the search warrant. While executing the search, several employees arrived to start their scheduled shifts at
approximately 3:30 p.m. Det. Luker and I spoke with the employees that stopped; however, most drove
through the parking lot and left upon seeing a police presence. Det. Luker's interviews will be documented in a
separate report.
Upon completion of the search, the seized evidence was secured in my detective vehicle. I left a copy of the
search warrant and return tabulation on the front desk with my business card. The building manager returned
to secure the building, we cleared the scene at approximately 5:10 p.m.

I interviewed ■■■■■■ in my detective vehicle in the parking lot of the California Eyewear (160 E.
Broadway Ave., current temporary office) on 10/29/202 at approximately 3:25 p.m. -
arrived at the location while we were serving the search warrant for the office.
advised she was a temporary employee of as a canvasser and was reporting for her
3:30 p.m. shift. She worked for the company for approximately three weeks. I asked what her duties entailed,
and she said she went door to door in the Muskegon area asking residents to take a survey regarding the
upcoming election. ■■■ explained the survey consisted of questions asking the individuals if they intended
to vote, had they already voted, and if they supported former Vice President Joe Biden for President. -
stated she received $120.00 ~t-hour day worked, which was loaded onto a Skylight One Netspend card
at the end of the work week. - produced her card and said she received it when she was hired by the
company.
I asked how the survey was conducted, and she advised the team leaders provided the canvassers
with tablets that contained the pre-loaded questions they were to ask each survey taker. ■■■ stated she
and other employees were given the tablets upon leaving the vehicle and returned them upon completion. I
asked her if the tablets used were in the office and she said yes. Further, she stated each tablet was signed
out to a canvasser by their individual team leader, the canvassers did not have total control of the tablets.
I asked- if she had other duties as part of her employment with the company. -stated her first
assignment upon being hired was to get area residents registered to vote. She explained she and other
employees set up stations outside of local businesses and asked citizens if they were registered to vote. If
~re not and wished to register, the citizen completed a Michigan Voter Registration form on site and
- turned them in at the end of her shift. -advised she never filled out or signed a voter registration
application for anyone, all the forms she turned in were completed by the prospective voter. She said she
never witnessed other employees completing forms for anyone either. I asked••■ if she was payed per
voter application form completed and she said no. She said she was payed $15.00 per hour no matter the
number of completed applications she turned in per day.
I asked-who her supervisor was, and she believed was in charge of this office.

being a "rat". Further, she stated she had not witnessed illegal activity from other employees, but grew
suspicious as she believed she saw undercover officers watching the office the previous day. did not

I contacted of Tridonn Development Company on 10/30/2020 at approximately 10:00 a.m-

confirmed her company owned the property at 160 E. Broadway Ave.
I asked -for details of the current com any leasing the property. She explained the property was leased
by . on 9/02/2020. The~nd the property through

arranged and signed via e-mail. The lease agreement was from 9/02/2020 to 10/17/2020, with
having the ~ to extend the lease as they paid for three months in advance. - explained she had not
heard from - after the 10/17/2020 leas~iration, so they began to move items out of the office to prepare
for future renters. llllwas contacted by-on 10/27/2020 and asked to extend the lease to 11/04/2020, to
which she agreed.

INVESTIGATIVE NOTE:
In reviewing the multiple tablets located in a charging bank in the back office and interviews with employees,
we learned the surveys were conducted on an application called "Grassroots Unwired". A goggle search
revealed Grassroots Unwired aids non-profit groups with a GPS-enabled mobile app for fundraising and
advocacy.

On 10/29/20 I traveled to Southfield with D/Sgt. McMillan (6th District SIS) to serve the search warrant at-
On 10/28/20 I contacted D/F/Lt Weimer from 2 nd District SIS who assigned D/Lt Richard
Sanchez and his team to assist us in the 2 nd District. Two members of the AG Criminal Investigation Division
also assisted in the operation.
D/Lt. Sanchez and his crew was tasked with finding Details of the surveillance can be found in report
number SIS-295-20. Sanchez and his crew did find and followed her to Roseville and then west on I-
96 towards Lansing. The decision was made to traffic stop and conduct an interview. The traffic
stop by Tpr. Prince can be found i~nt number EST-987-20.-was stopped and consented to
an interview at the Brighton Post. --was transported to the Brighton Post by Tpr. Prince and was
interviewed by AG Investigator's Stephen Morse and Kathryn Teigeler.
RESPOND TO
I traveled to from the Brighton Post. I helped finish the searching and then took
possession of the evidence for transport back to Rockford. The evidence transported and secured at the
Rockford post at 11:00pm on 10/29/20.
There were several offices and storage rooms located in the two interconnected suites adjacent to suite-
(training room) for Two of the offices contained several HP Laptop computers in a stack with
sticky notes that read "No Files". One of HP Laptops seized was in one of the office hooked up to a document
scanner.
A storage room contained several large Husky rolling totes. The totes were labeled and filled with items such
as new rain ponchos, hand sanitizer etc. There were several large pelican cases that had cutouts for the
tablets located charging on wire shelving and stored in the cases. Detectives conducting the Muskegon search
warrant had advised that the tablets were loaded with addresses and canvassers went door to door to conduct
"voter education surveys" and in certain cases offered rides to the polls on election day. A sticky note on one
of the pelican cases indicated it was ready to be shipped to another location.
The rear store room and office had items associated with manager Brilus (backpack, computer and phone).
Several wire storage racks surrounded the border of the room with a white board and bulletin board on other
walls. Dozens of new phones were located in boxes. Hundreds of pre-paid payment cards were also found
unopened and addressed to The cards were from two different companies.
SKYLIGHT:
Binders containing employee information, completed van manifests and completed and partially completed
voter registration forms were found in the room. In addition to the shelving the room had a long table in the
middle with several chairs. Some of the partially completed voter registration applications with sticky notes
were found on this table.
Detectives also found pelican cases in the room with semi-automatic rifles joined with suppressors and optics
and customized pistols. Brilus indicated that the weapons belonged to owner- Detectives later found
a binder in the room containing valid tax stamps for the suppressors, receipts for several accessories, trust
paperwork for the future transfer of the weapons and other documentation. An ATF agent was called to the
scene. The weapons were field tested for being fully automatic, examined and found to be legal. One case
had 4 rifles and 4 pistols. The other case had 1 rifle and second weapon that appeared to be a short-barreled
rifle but qualified as a pistol with a folding stock. The weapons were secured and left in the custody of-

listed: weapons in the field, prepared for shifts, Covid questionnaire needs to be asked whether canvasser is
new or not, mask enforcement, no eating in vans. Another heading was 'Tiff GA Project" and the words
underneath: 44 Paycards, 30 Phones, 20 tablets. Another heading was "Charleston to Columbia" with the

A bulletin board in the room appeared to track employees and vans assigned to different areas of Michigan.
The cities, employees and van totals were listed as follows: Benton Harbor ■ 5

A large quantity of lime green and blue tee shirts were found that said "Empower Michigan" with an outline of
the State of Michigan. A receipt was located for the purchase of the shirts in Flint. Numerous contractor
agreements were filled out with the names of employees. Canvasser recruiting hand out cards for Detroit were
located with a number to text (404) 312-4102 and advertising pay of $140 per day with bonuses for completing
6 and 7 days of work.
