GENDER AND DEVELOPMENT FOCAL POINT SYSTEM

I. PROJECT TITLE

Assistance to Individuals in Crisis Situation

II. RATIONALE/BACKGROUND

Poverty may not be an issue of gender that should be addressed but when poverty
starts affecting the rights of men and women to enjoy access to basic services
thereby resulting to limitations to either of the sexes, then it becomes a gender
concern. Filipino women whose gender role is keeping and budgeting family’s
finances oftentimes bears the biggest burden.

Poverty in the Philippines has often hampered at how the women of the society
function. In a community where males are given more opportunities to earn and
are seen to be breadwinners, women most often take a back seat.

Records show that for the last three (3) years; 2019 to 2021, more females have
been seeking financial assistance to augment the family’s financial situations.

Higher number of females given assistance does not necessarily equate to females
enjoying a higher rate of attention and access to services, this only goes to show
that somehow that there is a gap on provision of basic services which must be
coupled with empowerment.
Through random individual consultations to the clients seeking financial
assistance to defray the cost of medical and burial expenses, 80% of 50
respondents, 25 males and 25 females see that this program provides an
immediate poverty alleviation. They said that it is during times of crisis and
distress when the female who tends to be more emotionally unstable needs
financial assistance with less requirements and obligations. Both male and female
respondents verbalized that providing immediate response to crisis situation
would entail a longer lasting impact to the economic situation of both men and
women.

III. OBJECTIVES

As part of the province’s continuous attempt to protect and uphold the rights of
women and ensure that all sectors are given equal access to services, the program
aims to ensure that the marginalized sectors are given assistance and opportunities
to bounce back and be freed of emotional trauma brought about by sudden crisis
like hospitalization and death of a family member; circumstances that may be
normal yet causes immense pain at the most unexpected times.

Occurrences of such events are inevitable hence decrease of incidences is


impossible, but the government may help to cushion the impact which hampers
the vulnerable’s full enjoyment and fulfillment of their rights.

IV. TARGET BENEFICIARIES

Beneficiaries are targeted through the above – mentioned assistances given for the
last three years, taking in consideration that we are still experiencing pandemic.

We have targeted 9000 women and 6000 men for the year 2023.

V. IMPLEMENTATION SCHEDULE/WORK PLAN

The project will start from Day 1 of 2023 Calendar year, where walk – in clients
both male and female will be given assistance upon assessment and presentation
of required documents supporting their crisis. PSWDO Case workers will conduct
initial assessment of gender issues of the client upon interview. Case workers will
then note which clients need to be subjected to Gender Sensitivity Orientation and
will attend Semestral Basic Gender Sensitivity Orientation conducted by the
PSWDO GAD Focal or any invited GAD Practitioner. However, depending on the
need for immediate GAD Orientation, Gender Sensitivity Orientation maybe
referred to LGU GAD Focals.

VI. ESTIMATED COST/BUDGETARY REQUIREMET

With the rising cost of living, it is estimated that this project will cost:

Medical Assistance : P2,500 x 12,750 male and female clients = P31,875,000.00

Burial Assistance: P2,500 x 2,250 male and female clients = P5,625,000.00

Total : P37,500,000.00

VII. IMPLEMENTING TEAM

Implementing team will be composed of personnel from the Governor’s


Office, Provincial Social Welfare and Development Office (PSWDO) and Rizal
Provincial Treasurer’s Office

VIII. PARTNERSHIP AND SUSTAINABILITY

This program will be in partnership with the GAD Focals and Social Welfare
Officers from all the LGUs in the province to ensure sustainability of objectives
and goals.

IX. MONITORING AND EVALUATION

Monitoring of project’s impact will be done through interviews, home visitations


and reports from the Local GAD focals or Local Social Welfare Officers. This
program will initially run from 2023 to 2025 to give time for the results to
manifest. Evaluation will be done right after the third year hence by January of
2026, all data and reports will be analyzed to gauge the program impact.

X. RISK MANAGEMENT

During individual consultations the risks that may hamper the full
implementation of the program is nature as there may be schedules when there
will be typhoons and other disasters which may prevent them from attending or
joining the orientations hence, flexibility of schedule shall play a primary role for
the full implementation of the program. The program sees no risk though for any
gender – based risks, as this shall holistically approach the issue and eliminate
through different activities the possibility of escalation of gender inequality.
