Request for Proposals (RFP)


Notice is hereby given that the County of Wayne is seeking project proposals for 2017-2023 HOME CHDO funding in the amount of $2,735,000. Proposals will be considered for low-to- moderate income housing projects in Wayne County that can be completed within 24 months of funding approval. Proposals will be awarded based on demonstrated need, funding/budget, past performance and most qualified.

A non-profit organization wishing to apply for HOME CHDO funding must be certified or recertified as a Wayne County HOME CHDO. Certification/Recertification Applications and HOME CHDO Request for Proposals are due August 19, 2024, by 4:00 pm. Eligible activities include the following: Acquisition and/or rehabilitation of multi-family rental housing, new construction of multi-family rental housing, acquisition and rehabilitation of single-family homes, new construction of single-family homes and direct financial assistance to purchasers of HOME-assisted housing that has been developed with HOME funds by the CHDO. All activities must benefit low-to-moderate income individuals. (Per U.S. Department of Housing and Urban Development guidelines).

Notice is hereby given that the County of Wayne has completed a draft of the 2024 Annual Action Plan for its Community Development Block Grant (CDBG) Program, HOME Investment Partnership (HOME) Program, and Emergency Solutions Grant (ESG) Program. Prior to submission to the U.S. Department of Housing and Urban Development (HUD), a draft of the 2024 Annual Action Plan with pre-commitment of funds is available for public review and comment for a 30-day period from June 29, 2024, through July 27, 2024. The plan can be accessed via the County's website at the following websites:

HUD offers these program grants to develop viable communities that provide decent housing, a suitable living environment, and expanded economic opportunities for low- and moderate-income persons. Wayne County anticipates receiving approximately $5,450,137 in CDBG funds, $2,562,853 in HOME funds, and $468,115 in ESG funds.

2024 Action Plan Draft

The Community Development Division of the Wayne County Department of Economic Development serves as the lead agency in the development and implementation of the Community Development Block Grant (CDBG) program of the United States Department of Housing and Urban Development (HUD). The Annual Action Plan provides a framework for the use of CDBG funds for programs for low- to moderate-income persons in thirty-four (34) Participating Jurisdictions for the 2023 Program Year (PY) from July 1, 2023, through June 30, 2024. It further provides a framework for the HOME Investment Partnerships Program (HOME) and Emergency Solutions Grant (ESG) program. The following objectives and goals identified in the current 2021-2025 Consolidated Plan are presented in the plan:

  • Upgrade the County's housing stock.
  • Affirmatively further fair housing.
  • Provide economic development opportunities.
  • Enhance public infrastructure and facilities.
  • Conduct public service activities.
  • Undertake neighborhood improvement activities.
  • Offer homeless outreach and homelessness prevention; and
  • Assist with administration and planning.

First Time Home Buyers Program

Wayne County offers first time homebuyers down payment and closing cost assistance when purchasing a home in any of the 37 participating communities. The assistance comes in the form of an interest-free deferred loan that is due upon the sale of the property by the loan recipient. For an existing property, the loan amount is from $5,000 and up to $14,999.

Each homebuyer must complete a home ownership counseling program in order to be eligible for assistance. Currently Wayne County has a contract with the National Faith Homebuyers Program to provide a series of classes in credit, buying a home, qualifying for a mortgage, home maintenance, and other related topics. Each potential homeowner earns a certificate of completion after a series of classes. First time homebuyers are defined as a purchaser who has not owned a home within the last three years.
