Task/s: Add commons sitelinks based on matching external IDs used in Commons categories and on Wikidata

Function details: The code looks through categories like commons:Category:Listed buildings in England with known IDs to find subcategories that contain external ID values but don't have commons sitelinks. It then looks for a Wikidata entry with a property (here, National Heritage List for England number (P1216)) that matches the one used on Wikidata. If only one Wikidata item is returned, and it doesn't already have a Commons sitelink, then it adds one. I was running this semi-manually yesterday, see [1], and it seems to have very high signal-to-noise, with more possible matches than I was expecting. It may also be useful to match other IDs in the future (particularly where the ID has been mass-imported to Wikidata, as is the case with P1216), hence this more general request.
