My name is Jody Keeler, and I am running for State Representative in District 9 Seat B. With 48 years of blue-collar work experience, ranging from flipping burgers at 14 to concluding my career as a dump truck driver in highway construction, I've volunteered as an EMT and for the Red Cross. I've also served as a caregiver for both my mother, Eva, and my brother, Greg. I live in Weiser, Idaho, and enjoy riding my ATV through the hillsides, appreciating the quiet beauty and landscapes.

  • Advocating for Fully Funded Public Education: I am committed to addressing the chronic underfunding of our public schools to ensure equitable education for all Idaho students. I strongly oppose school vouchers that divert essential funds away from public education and will fight for sustainable funding solutions to eliminate the need for bonds and levies.
  • Fighting Against School Voucher Tax Schemes: I firmly stand against school voucher tax schemes that divert public tax dollars from public schools to fund private schools. These schemes undermine the quality of education for the majority of students, especially in rural areas. The majority of private schools are concentrated in one part of the state, leaving rural areas to suffer the most from underfunded schools. How is this fair to the majority of students throughout the state? I will work tirelessly to protect and enhance funding for public education.
  • Federal Funding for SNAP Program, Free and Reduced Lunches, and Protecting Our Libraries: I will advocate for returning federal dollars to the SNAP program and ensuring that all children have access to free and reduced lunches. This is vital to support low-income families and ensure that every child has the nutrition they need to succeed in school. Additionally, while Idahoan parents and families overwhelmingly trust their local librarians to decide which books are on the shelves, it is important to protect libraries from further punitive legislation.

Education: Ensuring equitable funding for public education is my top priority. Addressing the chronic underfunding of our schools, opposing school vouchers that divert essential funds with no accountability for the recipient of money.
Child Nutrition and Support Programs: I am dedicated to returning federal dollars to the SNAP program and ensuring that all children have access to free and reduced lunches.
Protecting Libraries:
I strongly believe in the importance of protecting our libraries from further punitive legislation.

I did not read a book or find a mentor before embarking on my political career. My political philosophy is driven by a deep, passionate concern for the hard-working families of Idaho and a strong opposition to the legislative bills and laws passed by the majority party that do not favor working families.
My approach is rooted in common sense and the values instilled in me through 48 years of blue-collar work to retiring as a dump truck driver in highway construction, has given me a practical perspective on the issues that matter most to everyday people. I have also volunteered as an EMT, for the Red Cross, and served as a caregiver for my mother and brother. These experiences have deeply shaped my understanding of community needs and the importance of service.
Instead of theoretical frameworks or academic philosophies, my legislative decisions will be guided by the real-world experiences and kitchen table issues of District 9 constituents. I believe in addressing the immediate and tangible needs of the community, such as ensuring equitable funding for public education, supporting child nutrition programs, protecting our libraries, and enhancing access to healthcare and mental health services.
My philosophy is simple: listen to the people, understand their concerns, and work tirelessly to create policies that improve their lives. This means advocating for policies that promote fairness and equity, holding government accountable, and ensuring that every decision is made with the best interests of the community in mind.
In summary, while I do not have a specific book, essay, or film to recommend, I believe that my common sense approach, grounded in the hard work and experiences of my career, offers a clear understanding of my political philosophy. My commitment to the well-being of the people of Idaho and my dedication to addressing their everyday challenges are the guiding principles that will shape my work for Idaho voters.

An elected official holds a position of immense responsibility and trust. The principles and characteristics that guide their actions and decisions are crucial for effective leadership and governance. Here are the key characteristics and principles that I believe are most important for an elected official:
The characteristics and principles of integrity, accountability, commitment to public service, vision and leadership, empathy and compassion, transparency, collaboration and inclusivity, and resilience and adaptability are fundamental for an elected official. These qualities enable leaders to serve their communities effectively, build trust and confidence among constituents, and create positive and lasting change. As a candidate for State Representative, I am dedicated to upholding these principles and working tirelessly to represent and serve the people of District 9 with integrity and dedication.

My integrity, dedication, empathy, practical problem-solving skills, strong advocacy for education, commitment to transparency, and blue-collar work experience are qualities that will make me a successful officeholder. I am dedicated to serving the people of District 9 with the utmost integrity and working tirelessly to improve the lives of my constituents.

An elected official has numerous responsibilities that are essential for effective governance and the well-being of their constituents. Here are the core responsibilities I believe are crucial for someone elected to the office of State Representative: The core responsibilities of a State Representative encompass legislation and policy making, constituent services, advocacy, fiscal responsibility, transparency and accountability, community engagement and leadership, and long-term planning and vision. These responsibilities require a combination of skills, knowledge, and dedication to public service. As a candidate for State Representative, I am committed to fulfilling these responsibilities with integrity, empathy, and a deep commitment to the well-being of the people of District 9. By working collaboratively with constituents and stakeholders, I aim to create positive and lasting change that benefits the entire community.

The ideal relationship between the governor and state legislature is built on mutual respect, collaboration, and a shared commitment to serving the public. Both branches should work together to develop and implement policies, maintain a system of checks and balances, and ensure transparency and accountability. Constructive dialogue and respect for legislative independence are crucial for effective governance and addressing the needs of constituents.

Education Funding: Ensuring equitable and sustainable funding for public education to provide quality education for all students.
Healthcare Access: Expanding access to healthcare and addressing the mental health crisis, especially in rural areas.
Economic Development: Promoting sustainable economic growth, supporting small businesses, and improving infrastructure.
Environmental Conservation: Protecting natural resources and addressing climate change through sustainable practices.
Population Growth: Managing the impacts of population growth on housing, transportation, and public services.
Technology and Innovation: Embracing technological advancements while ensuring cybersecurity and data privacy.
These challenges require collaborative efforts and forward-thinking policies to build a stronger and more resilient Idaho.

Yes, previous experience in government or politics can be beneficial for state legislators as it provides them with valuable knowledge of legislative processes, governance, and policy-making. However, it's equally important to have a diverse range of experiences and perspectives in the legislature. Practical experience, common sense, and a deep understanding of community needs are also crucial for effective representation and decision-making.

Yes, building relationships with other legislators is highly beneficial. Strong relationships foster collaboration, mutual understanding, and effective communication, which are essential for passing legislation and addressing complex issues. By working together, legislators can find common ground, bridge partisan divides, and create policies that serve the best interests of all constituents.

Yes, Steve Berch. Steve Berch’s commitment to transparency, accountability, and serving his constituents with integrity and compassion are qualities I deeply admire. As the first Democratic candidate elected to represent District 15 in the Idaho Legislature, Steve has demonstrated a pragmatic approach to problem-solving and a dedication to the well-being of all Idahoans. His work on the House Education, Business, and Local Government committees, as well as his involvement in the Joint Legislative Oversight Committee, exemplify his dedication to improving public services and supporting his community. I aspire to emulate his principles and approach in my own legislative work

No, I do not have a desire to run for public office beyond State Representative. My focus is on serving the people of District 9 and addressing the immediate needs of our community through effective and dedicated representation at the state level.

Yes, one story that stands out to me is from a single mother in District 9 who has been struggling to make ends meet while ensuring her children receive a good education. Despite working two jobs, she often finds it challenging to cover basic necessities, let alone save for her children's future. She shared how crucial the free and reduced lunch program has been for her family, ensuring her children have at least one nutritious meal a day.
Her story is a poignant reminder of the struggles many hardworking families face and reinforces the importance of advocating for programs that support low-income families. Her resilience and dedication to her children’s well-being are truly inspiring and drive my commitment to fight for equitable funding for public education, protect essential social services, and ensure that every child has the opportunity to succeed. This story encapsulates the everyday challenges many in our community face and highlights the urgent need for effective, compassionate governance.

Yes, the legislature should oversee and grant the use of emergency powers. Governors need the ability to respond swiftly to emergencies, but legislative oversight is crucial to maintain a balance of power and prevent the abuse of authority.
Legislatures ensure that emergency powers are exercised within the limits defined by law and do not undermine democratic principles. By requiring legislative approval for the continuation of emergency powers beyond a specified period, we uphold accountability and transparency. Additionally, the legislature's ability to nullify an emergency proclamation or demand a special session provides essential checks and balances on executive power.
In essence, legislative oversight is vital to safeguarding the democratic process and ensuring that emergency powers are used responsibly and effectively.

The first bill I would introduce if elected would focus on securing equitable and sustainable funding for public education in Idaho. This bill would aim to address the chronic underfunding of our schools and eliminate the need for bonds and levies, which place a financial burden on property owners.

As a candidate for State Representative, I am particularly interested in serving on committees that align with my core values and priorities, and where I believe I can make the most impactful contributions. As a first year legislator, I will be assigned my committees. However, the committees that interest me most are:
Education Committee, Health and Welfare Committee, Agricultural Affairs Committee, Environment, Energy and Technology committee.
My interest in these committees stems from a deep commitment to serving the people of Idaho and addressing the key issues that affect their daily lives. By participating in these committees, I aim to advocate for policies that promote education, health, economic development, environmental protection, and good governance. Each committee presents an opportunity to make meaningful contributions and work towards a better, more equitable future for all Idahoans.

Financial transparency and government accountability are fundamental principles that underpin a healthy and functioning democracy. As an elected official, it is my belief that these principles are essential for building and maintaining the trust of the people we serve.
Financial transparency and government accountability are not just ideals; they are necessary practices that ensure a government remains of the people, by the people, and for the people. As a candidate for State Representative, I am committed to these principles and will work tirelessly to implement policies that promote transparency, ethical governance, and accountability. By doing so, we can build a more trustworthy and effective government that truly serves the needs of its citizens.

I support changes to the current state ballot initiative process to make it more accessible and reflective of the will of the people. The ballot initiative process is a vital tool for direct democracy, allowing citizens to have a direct say in the laws and policies that affect their lives. However, there are several areas where improvements could enhance its effectiveness and fairness. In summary, while I support the ballot initiative process as a crucial aspect of our democracy, I believe that thoughtful changes can make it more accessible, transparent, and reflective of the diverse voices within our state. By simplifying the signature collection process, ensuring geographic representation, improving transparency and education, strengthening oversight, and facilitating voter participation, we can enhance the effectiveness and fairness of the ballot initiative process.
