    From black and white to color: Maharashtra prisoners to now get color TV sets and washing machines

    Maharashtra's prisons are undergoing substantial upgrades aimed at improving living conditions for inmates. This initiative includes replacing non-functional black and white TVs with modern color television sets connected to dish cables, providing inmates access to free-to-air channels for approximately six to seven hours daily. This upgrade is intended to keep inmates occupied and mentally balanced. Additionally, industrial-grade washing machines are being installed to enhance hygiene standards by automating the clothes washing process, reducing manual labor and improving cleanliness. These efforts reflect a proactive approach by prison authorities to enhance inmate welfare and rehabilitation outcomes.

    The AAP asserts that Chief Minister Arvind Kejriwal is governing from Tihar jail. However, Director General (prisons) Sanjay Baniwal emphasized that inmates can only sign legal documents and personal complaints during judicial custody, emphasizing that signed papers should not carry political content. Speaking to PTI editors at the headquarters, Baniwal stressed equal treatment for all inmates, ensuring they receive basic rights without discrimination.

    Technically, Kejriwal can continue as CM till he is convicted in a case. However, there are other practicalities in administering a state from custody or jail. The jail manual lays down specifically that an undertrial is allowed meetings only twice a week. Conducting Cabinet meetings and maintaining secrecy of government files would be difficult if carried to the Tihar Central Jail. Undwrtrials are allowed only specific documents, including court applications and vakalatnamas.

    States, UTs told not to segregate prisoners on caste, class or religion

    The Union Home Ministry has urged states and Union Territories to stop segregating prisoners based on caste and religion and stop assigning duties like managing prison kitchens, as the Supreme Court observed in January. The move follows clashes between Hindu and Muslim prisoners in 2022. The Ministry of Home Affairs has also advised states and UTs to seek financial aid for technology-driven projects in jails and to prioritize the physical and mental well-being of prisoners, including regular health check-ups for old and specially abled prisoners, as well as special check-ups for women and transgender prisoners.

    Imran Khan and Shah Mahmood Qureshi, former prime minister and ex-foreign minister of Pakistan, are serving their 10-year jail terms in Rawalpindi's Adiala Jail. They are high-profile prisoners and will perform their prison labour inside the compound. The two leaders have been given the facilities provided to inmates in a better-class prison. Khan's wife, Bushra Bibi, has also been convicted and is assigned a female police staff at their Bani Gala residence, declared a sub-jail. Khan and Qureshi were sentenced in the cipher case, which involves a diplomatic cable and an alleged international conspiracy.

    Navalny aides have been preparing for his expected transfer to a "special regime" colony, the harshest grade in Russia's prison system, after he was sentenced in August to an additional 19 years in prison on top of 11-1/2 years he was already serving.
