House adjourned over Oppn ruckus demanding debate on nursing scam

Bhopal: On the first day of the monsoon session, the assembly was adjourned for an hour during Zero Hour amid ruckus over demand for a debate on nursing scam by the Congress on Monday.
After Leader of the Opposition (LoP) Umang Singhar raised the demand for a debate, minister for legislative affairs Kailash Vijayvargiya contended that rules on the legislative procedures and well-established traditions of the House don't allow debate on an issue which is under consideration of a court or a tribunal and as the nursing scam is before the MP high court and is being investigated by the CBI, there can be no debate on it.
Singhar, however, refuted Vijayvargiya's arguments saying that the issue of their adjournment notice is not same as what is being adjudicated by the high court. We want to raise the issue on the govt policy regarding giving recognition to nursing colleges, due to which the scam took place, he said.
Vijayvargiya said that the subject of the adjournment motion overlaps with the petition being heard by the high court and therefore debate on the adjournment motion moved by the Opposition would not be appropriate.
Responding to the to and fro arguments between the govt and Opposition, Speaker Narendra Singh Tomar said that there would be several occasions for the Opposition to raise the issue of the nursing scam during the budget session. Meanwhile, several members both from the Opposition and the treasury benches stood up and started speaking simultaneously, throwing the House into a din.
As the arguments of members from both sides tuned stormy, the Speaker adjourned proceedings of the House for an hour.
When the House reassembled at 1pm, Vijayvargiya said that an adjournment motion is allowed for an event, which has taken place just now, but the nursing scam is an old thing which. Singhar protested this claim and said that it's not an old thing, scams are still taking place.
Intervening the debate, CM Yadav said that his govt wants to debate all relevant issues and there can be a debate on nursing scam through a call attention motion. After this, Singhar requested the chair to decide a time for a debate on the issue, to which Tomar said that he would decide on Tuesday that under which rule and form, a debate on the issue will take place.
