Jeffrey M. Bryan is a judge on the United States District Court for the District of Minnesota. Prior to joining the court, Bryan was a judge on the Minnesota Court of Appeals.[3] Bryan was appointed by Gov. Tim Walz (D) and assumed office on November 25, 2019.[4][5]

Senate Judiciary Committee hearing

The Senate Judiciary Committee held hearings on Bryan's nomination on September 6, 2023. Bryan was reported to the full Senate on September 28, 2023, after a 13-8 committee vote.[1]

Nomination

On July 27, 2023, President Joe Biden (D) announced his intent to nominate Bryan to the United States District Court for the District of Minnesota. The president officially nominated Bryan on July 27, 2023.

Bryan was nominated to replace Judge John Tunheim, who announced on February 1, 2023, that he would assume senior status once his successor has been confirmed.[3]

Biography

Bryan received a B.A. with highest honors from the University of Texas at Austin. He earned his J.D. at Yale Law School.[8]

Professional career

Bryan is a former judge of the Second Judicial District in Ramsey County, Minnesota. He was appointed by Governor Mark Dayton on July 11, 2013.[8] Bryan was re-elected in 2014.[9] He stepped down when he took office on the court of appeals. Before he became a judge for the Second Judicial District, Bryan was an assistant United States attorney, prosecuting white collar defendants, gangs, drug trafficking organizations and career criminals. Before that, he was an associate attorney at Robins, Kaplan, Miller & Ciresi, specializing in complex civil litigation. Bryan began his career as a law clerk for Paul Magnuson, a judge for the District of Minnesota.[8]

The United States District Court for the District of Minnesota is one of 94 United States district courts. It was established by an act of Congress on March 17, 1849. The main headquarters of the court is based in Minneapolis at the Warren E. Berger Federal Building and Courthouse along with other locations in Saint Paul, Duluth, and Fergus Falls. When decisions of the court are appealed, they are appealed to the United States Court of Appeals for the Eighth Circuit, based in downtown St. Louis, Missouri, at the Thomas F. Eagleton Federal Courthouse and Building.

The federal nomination process

Federal judges are nominated by the president of the United States and confirmed by the Senate. There are multiple steps to the process:

  • The president nominates an individual for a judicial seat.
  • The nominee fills out a questionnaire and is reviewed by the Senate Judiciary Committee.
  • The Senate Judiciary Committee holds a hearing with the nominee, questioning them about things like their judicial philosophy, past rulings or opinions, etc.
  • As part of this process, the committee sends a blue slip to senators from the home state in which the judicial nomination was received, allowing them to express their approval or disapproval of the nominee.
  • After the hearing, the Senate Judiciary Committee will vote to approve or return the nominee.
  • If approved, the nominee is voted on by the full Senate.
  • If the Committee votes to return the nominee to the president, the president has the opportunity to re-nominate the individual.
  • The Senate holds a vote on the candidate.
  • If the Senate confirms the nomination, the nominee receives a commission to serve a lifelong position as a federal judge.
  • If the Senate does not confirm the nomination, that nominee does not become a judge.
