Richard Scotti was a judge for Department 2 of the Nevada 8th Judicial District Court. He left office on January 3, 2021.

Bildung
Scotti received a B.A. in political science and international relations from the University of Southern California in 1984. He graduated from Hastings College of Law with his J.D. in 1988.[1]
Career
Prior to joining the court, Scotti practiced in the fields of litigation, construction, business, and administrative law. His professional legal experience also includes serving as a prosecutor, administrative law judge, and counsel for the Nevada State Contractors Board. Scotti also wrote and edited the "Ask-A-Lawyer" column in the Las Vegas Review-Journal.[2] The following is an outline of his legal career:

Primary: He was successful in the primary on June 10, 2014, receiving 32.1 percent of the vote. He competed against Phung Jefferson, William S. Skupa and John G. Watkins.
General: He defeated John G. Watkins in the general election on November 4, 2014, receiving 53.5 percent of the vote.

|The Honorable Richard Scotti, former District Judge, is the only candidate with legal, business, and judicial experience: 30 years as a Nevada business lawyer; 10 years as a business owner; and 6 years as a District Judge.
Scotti is a highly distinguished member of the Nevada legal community - elected twice as a Governor of the State Bar, and appointed by the Supreme Court for a decade as a Settlement Judge. The official legal rating service awarded Scotti “preeminent” status for 12 straight years in ethics. The American Bar Foundation has ranked Scotti in the top 1% of legal professionals.
Scotti was a partner in a successful law firm handling complex business and real estate law, and represented major casinos, contractors, and small businesses. Scotti tried one of the longest civil jury trials in the history of Nevada. He worked as a Foreclosure Mediator during the Housing Crisis. He protected Nevadans by serving as Prosecutor for the Nevada State Contractor’s Board. Also, he Chaired the Committee that developed the attorney oath on professionalism.
As a Constitutional Conservative Scotti led the Clark County Republican Party as its Chairman in 2009-10, and before that as the Precinct Director, where he supervised hundreds of Precinct Captains to protect election integrity. As a Judge he served on a judicial election team. He was applauded by the Nev. Policy Research Institute for his Separation of Powers decision, and fights against government abuse.
- Scotti is the only candidate with the legal and judicial experience necessary to perform the legal duties of the Secretary of State. These duties include election law, business law, commercial code, securities law, consumer protection, the laws for protection of victims of domestic violence, enforcement of the Victim's Bill of Rights, and prison law. As Judge, Lawyer, and Business Owner, Scotti has resolved issues in each of these areas of law.
- Scotti has been passionate his entire career about improving the level of honesty and ethics in the legal profession, and will bring that same passion to the Office of Secretary of State. He led the way in marketing the Lawyer's Pledge of Professionalism in the early 90's. He volunteered his time as Regional Chair of the State Bar Fee Dispute Committee, helping to promote transparency and accountability in attorney billing. He supervised the discipline department of the State Bar while serving as one of its Board of Governors. He is especially proud of his work as Chairman of the State Civility Committee, where he worked with Attorney General Adam Laxalt in developing the new oath of professionalism for new attorneys.
- Scotti is a firm Constitutional Conservative.
Our Republic is ailing because our election system is broken. “Consent of the governed” does not work without election integrity.
The solutions are obvious. Let’s insure “chain of custody” for our ballots, like Judges do for evidence. Eliminate universal mail in balloting. Make ballot harvesting a felony again. Require Voter ID. Vigorously clean the voter rolls. Make it easy to vote, but only for those legally eligible.
The machines for signature verification, vote-casting, and vote-tabulation, have too many vulnerabilities. But we can and must make high technology work for us. Scotti will hire the brightest IT experts to protect election security.
Scotti was always known as the “Constitution Judge.” The Nevada Policy Research Institute applauded his precedential “Separation of Powers” decision – where he told far-left legislators they cannot make the law at the same time they serve as prosecutors enforcing the law. As Judge he also allowed challenges to the Governor’s efforts to close-down gyms using his purported executive powers.
The Secretary of State position is all about the laws for elections, business growth, and the State prison system. Having been a Nevada business lawyer for 30 years, a business owner, and a District Judge managing a civil and criminal docket, Scotti is the best-suited candidate to restore election integrity, promote economic growth, and keep us safe.
