We conduct research, offer consultancy service and host a global alliance of social imagination. We intentionally strive to hold and balance exquisite tensions that pervade today’s societal structures and actors. Our work conceptually and practically reflects our perspective: that transformative change is needed. We believe this change includes a spectrum of partners, and the many unlikely coalitions it manifests, across societal sectors and geographies.

    A snapshot of futures literacy and anticipatory capabilities training by Demos Helsinki - materials and exercise templates 🔏 Below is an introductory presentation on tools for creating foresight knowledge, specifically for the public sector. This presentation was adapted from the Train-the-Trainers program for Latvian policy planners organized by Demos Helsinki. In collaboration with the Latvian School of Public Administration, we helped civil servants renew their policy design tools to embed experimental characteristics. In the deck, you will find: ✅ Materials on foresight and its practical application  ✅ Co-creation and facilitation principles of foresight ✅ Exercise templates to develop futures knowledge Amid societal transformations, public servants are tasked to strike a balance between maintaining stability and pushing change. To perform the role well, they need a new set of skills, focusing on at least four critical elements–Wisdom, Imagination, Collaboration, and Humility. Building these capacities is a key task for Demos Helsinki in our governance work, aimed at developing a 21st-century civil service. Accompanying these materials are comprehensive keynotes, group mentoring, synchronous training, and more. However, through this overview, we hope you gain an understanding of what futures literacy training looks like and can make use of the materials. Far from a luxury, foresight work should be done seamlessly and iteratively in your daily task.     𝗛𝗼𝘄 𝗱𝗶𝗱 𝘄𝗲 𝗰𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗲 𝗮𝗻 “𝘂𝗻𝗹𝗶𝗸𝗲𝗹𝘆” 𝗮𝗹𝗹𝗶𝗮𝗻𝗰𝗲 𝗼𝗻 𝗖𝗮𝗿𝗲? Demos Helsinki formed a cross-sectoral consortium with 17 agents to move beyond the short-term focus debated around care. The consortium members, whom we call “unlikely” allies, range from healthcare providers to art associations and municipalities. Despite diverse expertise, motivations, operational contexts, and viewpoints on caregiving, they are all committed to working towards a vision where care is adequately provided. 𝗜𝘁 𝗮𝗹𝗹 𝗯𝗲𝗴𝗮𝗻 𝘄𝗶𝘁𝗵 𝗮𝗻 𝗵𝗼𝗻𝗲𝘀𝘁 𝗮𝘁𝘁𝗲𝗺𝗽𝘁 𝘁𝗼 𝘂𝗻𝗱𝗲𝗿𝘀𝘁𝗮𝗻𝗱. A long-term vision for care has yet to be fully explored. The political debate underrepresents some very fundamental societal aspects: mental health, conditions of the healthcare workforce, rural access to healthcare, and more. The complex challenges we face, like climate change, also create new vulnerabilities that require a different kind of care–one that current industrial processes can’t meet. 𝗧𝗵𝗲𝗻, 𝗶𝘁 𝘁𝗮𝗸𝗲𝘀 𝗮 𝗯𝗼𝗹𝗱 𝘃𝗶𝘀𝗶𝗼𝗻 𝗮𝗻𝗱 𝗮 𝘁𝗲𝗺𝗽𝘁𝗮𝘁𝗶𝗼𝗻 𝘁𝗼 𝗰𝗵𝗮𝗻𝗴𝗲. Reflecting on the current situation, we at Demos Helsinki sought to answer the questions: 1) Why is there such polarisation in the political discourse about care? 2) What does ‘care’ really mean? 3) What is needed when care needs are changing? We need to look at ‘care’ from a different perspective. Demos Helsinki engaged a diverse array of partners to form a consortium and explore these questions. Despite differences in nature, all consortium members shared the same notion: there are gaps in the care system, and we want to do something about it. With mutual understanding, we committed to this cause. The future is uncertain, and not all our hypotheses will prove correct, but we are dedicated to addressing whatever arises and learning from our experiments along the way. 𝗜𝘁 𝗶𝘀 𝗮 𝘀𝗵𝗮𝗿𝗲𝗱 𝗼𝘂𝘁𝗹𝗼𝗼𝗸 𝗳𝗼𝗿 𝘀𝗼𝗰𝗶𝗲𝘁𝗮𝗹 𝘁𝗿𝗮𝗻𝘀𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝘁𝗵𝗮𝘁 𝗱𝗿𝗶𝘃𝗲𝘀 𝘂𝘀 𝗳𝗼𝗿𝘄𝗮𝗿𝗱. Whether you’re a policymaker, a business operator, or a citizen, you might ask yourself: “Can I catalyse a similar alliance in my society?” It is possible, but also necessary and visionary, to unite entities from different sectors under a shared vision. 𝙏𝙝𝙚 𝙘𝙧𝙤𝙨𝙨-𝙨𝙚𝙘𝙩𝙤𝙧𝙖𝙡 𝙘𝙖𝙧𝙚 𝙖𝙡𝙡𝙞𝙖𝙣𝙘𝙚 𝙬𝙚 𝙨𝙚𝙩 𝙪𝙥 𝙞𝙨 𝙤𝙣𝙚 𝙚𝙭𝙖𝙢𝙥𝙡𝙚–𝙖𝙣𝙙 “𝙚𝙭𝙖𝙢𝙥𝙡𝙚” 𝙣𝙚𝙫𝙚𝙧 𝙢𝙚𝙖𝙣𝙨 “𝙚𝙭𝙘𝙚𝙥𝙩𝙞𝙤𝙣.” If you have an idea for forming an alliance to drive societal changes but aren’t sure where to start, we’re all ears for your ideas, inquiries, and asks for support.     🌟 New project: “Using Economic Instruments for Sustainable Behaviour Change”– Evaluating the impact of environmental taxes and charges in the Nordics 🟥 Economic instruments used to enhance the sustainability landscape, including environmental taxes and charges, have long been integrated into national policies across the Nordics. However, the effectiveness of these instruments in influencing market behaviour and reducing environmental impact remains underexplored in the region. This gap in understanding may hinder Nordic policymakers' ability to design and implement measures that effectively drive environmental improvements at the required scale. 🟩 The project titled “Using Economic Instruments for Sustainable Behaviour Change” seeks to address this issue. Funded by the Nordic Council of Ministers of Green Charges, it aims to identify which factors drive or impede the success of these economic instruments. By exploring the dynamics, the project directly tackles the challenge of aligning economic incentives with environmental objectives, ultimately contributing to the refinement and improvement of policy measures for better sustainability outcomes. 🟨 The project consortium, led by NORION and including Demos Helsinki, Anthesis Group, and Menon Economics, will conduct a comprehensive analysis of economic instrument use cases in the Nordic countries. This analysis will further contribute to the overall literature review and comparative policy analysis, providing evidence-based insights to inform future policy development.     Assisting migration, not of people, but of whole ecosystems—how does it sound? This interesting article from The Guardian brings to the forefront the concept of “assisted migration.” As the climate gets warmer, many species are moving northward at an average speed of 17 km per decade, which equals 20 cm per hour! For slow-growing trees rooted to the ground, unable to keep pace with the shift, something more needs to be done: we assist the trees on their migration journey. Some ecologists believe that the severity and speed of climate change call for assisted measures. Forests, along with all their wild inhabitants, should receive help to migrate and colonise northern regions faster. Current trees and species are not adapted to the future conditions, so introducing species from further south could help ease the transition and prevent ecological collapse. Of course, this sparks all kinds of alarmist reactions, as species introductions have gone wrong in the past. The prevailing argument is that we should support natural regeneration and prioritise helping trees adapt in their own way. But as the article states: “You can never get rid of all the risks, but there is also risk in inaction. We have to balance the risk of doing things against losing these species from the ecosystem.” Given the climate emergency, are we ready for biodiversity experimentalism?
