WIOA State Plans

Overview

WIOA Unified and Combined State Plans outline what State and Territories are doing to help Americans, including those with barriers to employment, such as individuals with disabilities, into high-quality careers. Unified and Combined State Plans also detail how States and Territories are helping businesses hire and retain skilled workers.

PYs 2016-2019

States and Territories developed the first Unified and Combined State Plans for the four-year period covering PYs 2016 through 2019 (July 1, 2016 - June 30, 2020) in the Spring of 2016. In the Spring of 2018, States and Territories developed these modifications covering PYs 2019 and 2020 (July 1, 2019 - June 30, 2020). Theses approved Unified and Combined States Plans and their modifications are available on the WIOA State Plan Portal

PYs 2020-2023

In the Spring of 2020, States and Territories submitted their second four-year Unified and Combined State Plans covering PYs 2020 through 2023 (July 1, 2020 - June 30, 2024). In the Spring of 2022, States and Territories submitted modifications covering PYs 2022 and 2023 (July 1, 2022 - June 30, 2024). These approved State Plans and modifications are available on the WIOA State Plan Portal.

PYs 2024-2027

In the Spring of 2024, States and Territories will submit Unified and Combined States Plans covering PY 2024 through PY 2027 (July 1, 2024 - June 30, 2028). In the Spring of 2026, States and Territories will submit modifications covering PYs 2026 and 2027 (July 1, 2026 - June 30, 2028). 

On September 25, 2023, RSA shared new training for WIOA Unified and Combined State Plan for PYs 2024-2027. The training outlines the requirements for submission of the State Plan and addresses the redesigned VR services portion of the State Plan. Visit the NCRTM Library to access the supporting PowerPoint presentation and transcript. 

WIOA State Plan Information Collection 

The U.S. Departments of Labor and Education (the Departments) collaborate to administer the joint State Plan Requirements Information Collection Request (OMB No. 1205-0522), which includes the redesigned VR Services Portion. As outlined in the joint information collection, the WIOA State Plan Portal is the approved method by which States submit and modify Unified and Combined State Plans.
