The City of Edina operates under a “Plan B” council-manager form of government. The City Council is comprised of a Mayor and four Council members. The City Council, elected at-large on a non-partisan basis, determines all matters of policy and appoints the City Manager. The City Manager is responsible for implementing policies and carrying out the business of City government. The customer service-oriented City is divided into the following departments: Administration, Communications, Community Development, Engineering, Finance, Fire, Human Resources, Information Technology, Parks & Recreation, Police, and Public Works.

    How far would you go to help a co-worker with an important assignment? Whatever your limits, odds are that Edina Police Officer Nick Pedersen has you beat. In Officer Pedersen’s case, he was so dedicated to helping a K-9 team succeed that he volunteered to be a human decoy for training. Human decoys enter mock take-down scenarios with protective gear and extensive training around how to mitigate the risks for the K-9 Unit. To be on the receiving end of a German shepherd’s 250-pound-per-square-inch bite takes both grit and commitment to the vocation. He’s now on the other side of the leash, becoming the Edina Police Department’s newest K-9 Officer. He and his new partner, a Dutch Shepherd named Euro, attended a rigorous, 15-week canine academy with the St. Paul Police Department Canine Unit. Another person got to be the human decoy for Euro’s certification in patrol duty and narcotics detection. Pedersen and Euro are now out on patrol on Edina streets. As previous member of the Law Enforcement Memorial Association (LEMA) Honor Guard, Officer Pedersen was responsible for guarding, retiring and presenting flags at special events during his seven-year tenure. LEMA Honor Guard is a volunteer corps that presides over ceremonies at the Minnesota State Capitol and participates in funerary honors for peace officers who die in the line of duty. These are just a few examples of Officer Pedersen’s dedication to law enforcement and the community. His Edina Police Department colleagues nominated him for the Mayor’s Community Involvement Commendation for 2024, and he has been awarded this distinguished recognition. The commendation honors one employee each year for outstanding volunteer service to the community above and beyond their position with the City. Congratulations Officer Pedersen!     Last week's ribbon-cutting event at Weber Park was a great summer evening spent with neighbors ✂️ The community gathered to celebrate the improvements to the park and completion of the Morningside Flood Infrastructure Project. 🌻🌳 The $12.5 million Morningside Flood Infrastructure Project was constructed between 2022 and 2023 and reduced the flood risk for more than 160 properties in the Morningside Neighborhood, which has several low and landlocked areas prone to flooding. Through the Minnesota Department of Natural Resources’ Flood Hazard Mitigation Grant Assistance Program, the City received a $250,000 grant to help fund the innovative project. It was the first infrastructure project implemented under the City’s Flood Risk Reduction Strategy and uses ponds, pipes and a surface swale to move and store floodwaters safely. The most unique feature of the project is that Weber Pond was made into a smart pond that uses weather forecast information to predictively manage water elevations. Before a large storm, it lowers the water level to hold more space for flood water. With valuable input from the community during the design process, the City took the opportunity to add environmental and recreation benefits to the park like rebuilt nature trails, sports fields, new bridge crossings, and thousands of newly planted trees, shrubs, and native perennials. “The neighborhood was very engaged throughout the process and had a lot of influence on the final design. We were able to deliver on the promise of reducing exposure to flooding and improving park assets and natural resources, in large part because of the support from the community and the vision of the City Council,” said Water Resources Manager Jessica Wilson. This project had many partners who helped make it a success, including City of Edina Engineering staff, Barr Engineering Co., the Morningside Neighborhood Association and the Minnesota Department of Natural Resources.     A group of students from the Humphrey School of Public Affairs participated in a local government capstone project examining our preparedness for projected population density growth. You can view the final report online at: https://lnkd.in/gKDiu6YB.

    This spring, the Resilient Communities Project (RCP) connected 15 Humphrey School of Public Affairs graduate students to applied capstone projects with local government partners in Edina, Duluth, and La Crescent. Students conducted valuable research on city density, indigenous history, smart meters, and property conditions.
