This year’s U.S.-Japan Comprehensive Dialogue on Space took place in three separate tracks over the course of two days: Track 1.0 (gov-gov), Track 1.5 (gov-industry), and a newly formed Track 2.0 (industry-industry). The Office of Space Commerce, NOAA Satellite and Information Service, and other federal agencies are at the U.S. Department of State today for the government-to-government session of the U.S.-Japan Comprehensive Dialogue on Space. Co-chaired by The White House (National Space Council & National Security Council) and the Cabinet Office, Government of Japan, the #CompDial promotes cooperation across all space sectors—civil, commercial, and security—which are increasingly interdependent. OSC gave a readout of yesterday's Track 1.5 session with U.S. and Japanese industry. OSC also provided an update on our Traffic Coordination System for Space (TraCSS) and our vision for global space situational awareness (SSA) coordination.

Today at Johns Hopkins School of Advanced International Studies (SAIS), U.S. Department of Commerce Deputy Secretary Don Graves addressed U.S. and Japanese space companies gathered for a Track 2.0 (B2B) discussion of bilateral space partnerships. The Commercial Spaceflight Federation and The Maureen and Mike Mansfield Foundation organized the event to feed ideas to a future U.S.-Japan Comprehensive Dialogue on Space. #CompDial

Today's Track 1.5 session of the U.S.-Japan Comprehensive Space Dialogue included nearly 40 space companies discussing ways to strengthen the space industrial base of the U.S. and Japan by advancing technology cooperation, connectivity, and interoperability. Thanks to all U.S. and Japanese industry representatives for your thoughtful inputs on expanding industrial partnerships, strengthening technical collaboration, and optimizing resources. The Office of Space Commerce was pleased to co-sponsor this year's programming, which gave voice and the mainstage spotlight to 12 talented individuals offering fresh perspectives on the topic of space sustainability. OSC’s Policy, Advocacy, and International Division (PAID) participates in international processes to develop and promote technical standards for use across the space industry. Standardization is essential to enable industrial partnerships and trade. OSC is particularly focused on standards related to space situational awareness (SSA) data sharing and coordination, including those used by our Traffic Coordination System for Space (TraCSS) and its partners. In collaboration with the National Institute of Standards and Technology (NIST), OSC recently released a Space Industry Technical Standards Compendium offering a consolidated reference to space-related standards, best practices, and reports from organizations like ISO - International Organization for Standardization, Consultative Committee on Space Data Standards (CCSDS), ASTM International, NIST, NASA - National Aeronautics and Space Administration, and more. OSC’s Policy, Advocacy, and International Division (PAID) works closely with National Institute of Standards and Technology (NIST), Cybersecurity and Infrastructure Security Agency, Office of the National Cyber Director, The White House, and other agencies to promote space industry awareness of cyber vulnerabilities, threats, and recommended mitigations. Commercial space systems are under constant attack from malicious actors seeking to disrupt satellite services and the critical sectors that depend on them. Owners/operators that don’t protect their space and ground systems with strong cybersecurity are putting their businesses at risk. To manage space cyber risks, NIST has produced multiple guidance documents leveraging their Cybersecurity Framework, including ones addressing: position, navigation, and timing; commercial satellite operations; satellite ground segments; and hybrid satellite networks.
