An Op-Ed published in the The Wall Street Journal by Michael Solon on August 25th called housing the "sleeper issue" of the 2024 election. Housing is THE issue, and both Harris and Trump need to put policy and resources towards increasing supply. PROBLEM Lack of supply is what makes housing so expensive. Prolonged entitlement processes at the state and county level -- often lasting over 3 years-- force home builders to build higher margin product – which is typically priced well above what is affordable to someone making the median income. US home and apartment builders would build more if they could – but Not-In-My-Back-Yard (NIMBY) zoning and land use restrictions across the country are THE impediment. SOLUTION Vice President Harris’ proposal to lower the cost of housing with subsidies for home builders and a $25,000 down-payment assistance program doesn't really solve the problem. Developers of both single family and multifamily properties will build affordable housing -- they just need the land to build it on entitled! One proposal would be to establish Go Zones, similar to President Trump’s Opportunity Zones, that would accelerate the zoning and land entitlement process in exchange for developers building workforce and affordable housing that can be purchased or rented by someone making 80-120% of Average Median Income (AMI). States and counties will need incentives to accelerate the entitlement process, particularly in blue states and counties where land entitlement can take up to three years. One incentive might be to tie Go Zone entitlement to infrastructure spending for roads and bridges if the land entitlement process can be accelerated to 3 months or less. To underscore the importance of land use and entitlement, UCSF Benioff Homelessness & Housing Initiative (BHHI) published a comprehensive study on homelessness and highlighted that the US city with the largest homeless population, Los Angeles, has 72% of its land entitled for single family (only 28% for all multifamily, retail, office, etc.), while Houston, with essentially no land use restrictions, has lowered its homeless population by 60% over the past decade. Getting density of both single and multifamily development to where it is needed is fundamental to solving this issue. OUTCOME With Go Zones, a Trump or Harris Administration would increase the development of affordable single and multifamily housing while also generating jobs and GDP growth. Home builders and consumers clearly want more supply. We need governors and county officials to focus on solutions such as speeding up entitlement, that will have immediate impact, and enable the construction of much-needed affordable housing. #Housing #Elections

Our Affordable Equity team arranged a $24.3 million LIHTC and federal historic tax credit equity deal for ZeroPak Apartments, a multifamily property located in Winchester, Virginia. ZeroPak Apartments is an adaptive reuse of an old cold storage warehouse initially built in 1902. This new development aims to address the need for affordable housing in a rapidly expanding community. Walker & Dunlop's Multifamily Finance team has been tasked to raise $400 million in debt and equity capital for Logos Development for the development of more than 2,000 affordable housing units across the West Coast. These developments are in line with Gov. Gavin Newsom’s 'Yes In God’s Backyard' bill, which allows religious institutions to build housing on their property by right.
