and innovations for the promotion and protection of Children’s Rights.

vision, mission and goals for our children. We must strive to:
We will further ensure that all policies and plans will be responsive to
the emerging needs of diverse groups of children – from birth to infants,
toddlers, school aged as well as those out-of-school children,
malnourished children, children with disabilities, child laborers,
neglected and abused children, children at risk, and children in conflict
with the law. Indeed this will be a tough undertaking. However, if we all
pool our commitments, our efforts, we can make things much better for
children. We must remember that if we invest in our children, we invest
in our future. Our children today will be our future – the future of our
barangay , of our society and of our world. So let us all help mold our
children into the best individuals who will eventually share in the task of
nation building

Presidential Decree 603 of 1974
The child is one of the most assets of the nation. Every effort
should be exerted to promote the welfare and enhance these
opportunities for a useful and happy life.
The child is not a mere creature of the state, Hereto, has
individuals traits and aptitudes, should be cultivated to the utmost
insofar as they do not conflict with the general welfare.
The molding of the character of the child starts at the home.
Consequently, every member of the family should strive to make the
home a wholesome and harmonious place as its atmosphere and
conditions will greatly influence the child’s development.
The natural right and duty of parents in the rearing of the child
for civic efficiency should receive the aid and support of this
government.

This annual report is created with the end in view of establishing baseline for the next
calendar year 2022.
This year 2021 has gained a little improvement after a year of struggle due to that Covid-19
Pandemic , It opened up to more challenges in running a barangay and has given us realistice
directions for authentic desire to fully attain the desired goals and improve the over-all
governance of the barangay as a basic unit of the society.

Rationale :
Children and young people have the same general human rights as adults and also specific rights that
recognize their special needs. Children are neither the property of their parents nor are they helpless
objects of charity. They are human beings and are the subject of their own rights.
Objective/s:
To protect children’s rights and fundamental freedoms.
To contribute to the prevention of children’s right violations and abuses
To promote the development of the child as a responsible member of a free, peaceful, pluralistic
and inclusive society
To develop a universal culture of children’s rights where every child is aware of his or her own

implied therefrom , as well as powers necessary, appropriate, incidental for its efficient and
effective governance.

WHEREAS, Article 12 of the United nations Convention on the rights of the Child (UNCRC)
recognizes a child’s right to be heard or express views freely, to have her/his views considered in
decision-making and to have a government ensure the realization of these rights.
RESOLVED FURTHER, that let copies of this resolution be furnished to the Sangguniang
Barangay for approval.

recognizes a child’s right to be heard or express views freely, to have her/his views considered in
decision-making and to have a government ensure the realization of these rights.
WHEREAS, the appointment of MARY GAIL D. NABOS and KATE SUMAGANG through
nomination during children’s forum represented by the different sector of this barangay.
WHEREAS, child representative will represent the children sector in BCPC . He/she will also convene a
children’s association within the barangay to identify and prioritize children’s issues that will be presented to the
council for deliberation. He/she will also be tasked to obtain data and information to validate the priority issues of
children and develop the agenda for each issue.
RESOLVED FURTHER, that let copies of this resolution be furnished to the Sangguniang
Barangay for approval.

ACTIVITY REPORT
Rationale : Strengthening Child Protection system in our barangay and proper handling of CAR
& CICL cases
Description: BCPC matters & must be functional committee in charge of planning and
implementing activities on child protection at the barangay level.
Objectives :
1. To develop systems and mechanism that provide meaningful protection for all children in
