LOCAL STATE OF CHILDREN REPORT

2021

Children of Magkiangkang fellow public servants, ladies and

gentlemen, good afternoon!

With the vision of a Child-friendly Community of Magkiangkang , our

barangay continuously implements policies, programs, projects and
activities that would promote and protect children’s rights believing that
every single child in our community must have a holistic and a
wholesome opportunity for growth and development. Yes, our thrust on
children’s welfare is a priority development agenda. They are the future
human capital of our barangay, thus we should invest on them.
I would like to share with you the results of our concerted efforts in the
promotion and protection of children’s rights.
First, on the right of children to participate: Our local government
continuously promote the rights and welfare of our children. In order to
sustain the past initiatives that we have started, we have 1 child-
representatives from the Barangay Council for the Protection of Children
(BCPC) participated in this breakthrough activity. In the Congress, the
children were given the opportunity to experience different activities
geared towards obtaining their sentiments and opinions regarding
children’s situations and their own development. The results of this first-
ever Congress have been eye-opening experiences as they are amazing
and wonderful.

Second, on their right to development: In the core of this right is the

implementation of development programs designed to increase and
expand the delivery of basic services with emphasis on education
benefits and opportunities especially for the children. At present, we
have 2 fully functioning child development centers (CDC) with 73
children enrolled this year. We are in close collaboration with the
DepEd. To support and impact our CDCs, 2 child development workers
(CDWs) were capacitated through the Training Workshop on “ Three
day Refresher Course seminar”, conducted last October 3-5, 2020 and

Child Friendly Space on October 7-9, 2019.. In addition, they regularly

hold cluster meetings and workshop to further improve their capacity
and skills in handling CDC enrolled children.

Third, on the right to survival: Ensuring the survival of infants is an

utmost concern of the local government unit. We have made strides in
this field. On mortality of infants, no cases on 2021 which shows a
significant decrease1. Finally, on maternal mortality rate, no cases on
2021. On nutrition, the prevalence of underweight, wasting and stunting
among 0-59 month old children in the barangay has steadily been
decreasing. From 7 underweight children we now have 8 that shows of
increasing and from 43 stunted children we now have 39 which shows a
significant decrease. We hope to sustain this trend.

Provision of Vitamin a to 7 6-11 month , 129 children ages 12-59

months and conduct deworming to 118 children ages 1-4 years old, 199
children ages 5-9 years of age and 359 ages 10-19 years of age. While
53 infants aged 0-12 months were also vaccinated during regular visits at
barangay health center last 2021. Enhancing the survival right of
children are also conducted through advocacy on facility-based birthing
and exclusive breastfeeding up to 6 months, giving instructions to
children eligible for PPD -Purified Protein Derivative (skin test),
Vitamin A and iron supplementation, deworming of Kindergarten,
elementary and high school students.. Behind these enhancing survival-
right programs are our 7 Barangay Health Workers (BHWs) and 2
Barangay Nutrition Scholars (BNS) who provide assistance to
professional health personnel, particularly midwives during health care
activities in the barangays. Meanwhile, the Municipal Civil Registrar’s
office supplements these programs by initiating a Free Birth Registration
of all identified children-clientele last year 2019 but year 2020-2021 due
to pandemic no registration conducted in the barangay. We believe that
every born child must have a proper registered name. Children with
disabilities are served under the People with Disabilities (PWD) program
of the Office of the City Social Welfare and Development (MSWDO).

Fourth, on the right to protection. This year, no cases report on abuse

committed against children: Meanwhile, the Barangay Council for the
Protection of Children recorded two children at risk – one case of
curfew violators and none children in conflict with the law. In these

provided counselling together with parents orient them with the
necessary procedures prior and during case filings. Fully aware that an
effective advocacy campaign will impact on barangay officials, the
Local Government Unit has initiated a series of capability building
seminar workshops on child protection laws and regulation..

As for the future, we fervently hope that our Magkiangkang will become
a beacon of encouragement for all to continually create opportunities
and innovations for the promotion and protection of Children’s Rights.
I ask for your cooperation and participation as we continue fulfilling our
vision, mission and goals for our children. We must strive to:

1. Strengthen advocacy for facility-based delivery and exclusive

breastfeeding of infants;
2. Improve the delivery of health, nutrition dental services to children;
3. Address and further lower the prevalence of malnutrition among
children 0-59 months old;
4. . Ensure the accreditation of the majority of CDCs, thereby increasing
the percentage coverage of children aged 3-4 years old provided with
early childhood care and development services;
5. Capacitate our child-leaders and advocates;
6. Ensure high percentage of birth registration;
7.. Decrease the percentage of early pregnancy.

We will further ensure that all policies and plans will be responsive to
the emerging needs of diverse groups of children – from birth to infants,
toddlers, school aged as well as those out-of-school children,
malnourished children, children with disabilities, child laborers,
neglected and abused children, children at risk, and children in conflict
with the law. Indeed this will be a tough undertaking. However, if we all
pool our commitments, our efforts, we can make things much better for
children. We must remember that if we invest in our children, we invest
in our future. Our children today will be our future – the future of our
barangay , of our society and of our world. So let us all help mold our
children into the best individuals who will eventually share in the task of
nation building

INTRODUCTION
0
Presidential Decree 603 of 1974

The child is one of the most assets of the nation. Every effort
should be exerted to promote the welfare and enhance these
opportunities for a useful and happy life.
The child is not a mere creature of the state, Hereto, has
individuals traits and aptitudes, should be cultivated to the utmost
insofar as they do not conflict with the general welfare.
The molding of the character of the child starts at the home.
Consequently, every member of the family should strive to make the
home a wholesome and harmonious place as its atmosphere and
conditions will greatly influence the child’s development.
The natural right and duty of parents in the rearing of the child
for civic efficiency should receive the aid and support of this
government.

I. MESSAGE
This annual report is created with the end in view of establishing baseline for the next
calendar year 2022.

This year 2021 has gained a little improvement after a year of struggle due to that Covid-19
Pandemic , It opened up to more challenges in running a barangay and has given us realistice
directions for authentic desire to fully attain the desired goals and improve the over-all
governance of the barangay as a basic unit of the society.

The Participative mechanism employed by the Barangay Council also opened up

opportunities for civil society groups in the barangay to be actively involved in the
implementation and attainment of 2021 targets. It is hoped that continuous support and
cooperation from them will be available all the time to make this barangay a better place in
the next years to come.
