Just before Prime Minister Narendra Modi's visit, a controversy has erupted in Himachal Pradesh. The state administration has asked all journalists, who plans to cover Prime Minister’s day-long visit, to produce a character certificate for access and security passes.

All journalists including the privately-owned print, digital and news television journalists, even the representatives of the state-run media, including the All India Radio (AIR) and Doordarshan have been asked to bring “character verification” certificates.

According to reports, a notification has been issued for the District Public Relations Officer (DPRO) to supply a list of all press correspondents, photographers, videographers, and teams of Doordarshan and AIR along with “a certificate of their character verification”.

"The certificate of character verification may be supplied to the office of Deputy Superintendent of Police, CID, Bilaspur by October 1, 2022 positively. Their access within the rally or meeting will be decided by this office," the notification said.

PM Narendra Modi will visit the state on October 5 where he plans to inaugurate the All India Institute of Medical Sciences (AIIMS) in Bilaspur as well as lay the foundation stone of projects worth over Rs 3,650 crore. He will also participate in the Kullu Dussehra celebrations.

The International Kullu Dussehra Festival will be celebrated from October 5 to 11 at the Dhalpur Ground of Kullu.

The Festival is unique in the sense that it is the congregation of more than 300 Deities of the Valley. On the first day of the Festival, the Deities in their well-decorated palanquins pay their obeisance at the temple of the Chief Deity Bhagwan Raghunath Ji and then proceed to the Dhalpur Ground.

Prime Minister will witness this divine Rath Yatra and the grand assembly of the Deities in the historic Kullu Dussehra celebrations.

It will be the first time ever that the Prime Minister of the country is participating in the Kullu Dussehra celebrations.
