In a letter to the states, the MHA noted "contravention" to the 2019 Arms Act provisions and said that "some states are allowing permission to the members of rifle club & association (licensed or recognised by the central government) for keeping more than two firearms in their individual capacity by misinterpreting the provisions of section 3(3) of the Arms Act, 1959." It clarified that "while granting arms licence on inheritance or heirloom basis, the limit of two firearms shall not be exceeded."
