Thirteen down ballot state executive positions were up for election in the state of New Mexico in 2014. The general election took place on November 4, 2014.
Voters in New Mexico selected new officeholders for the treasurer and auditor offices, as incumbents James B. Lewis and Hector Balderas were unable to run due to term limits. Incumbent Ray Powell (D) ran against Aubrey Dunn (R) for the public lands commissioner seat. Down ballot races were largely uncontested, with two out of three seats on the New Mexico Public Regulation Commission and seven seats on the New Mexico Public Education Commission unopposed in November.
Of the four contested races, Tim Eichenberg, Tim Keller, Aubrey Dunn and Sandy Jones won in the general election.
A primary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. New Mexico utilizes a closed primary process; participation in each party's primary is limited to registered party members.[1][2][3]

Duties
The treasurer is responsible for providing banking services to the state. The treasurer's office reconciles the state's bank accounts, pays any outstanding debts or loans held by the state. It also invests the state's money in operations, bonds and local issues as needed. The main purpose of the office is to manage and invest state monies.

Race background
State recount
The New Mexico Secretary of State started a recount in the land commissioner's race on December 11, 2014. Challenger Aubrey Dunn (R) won the initial vote by a small margin over incumbent Ray Powell (D). State law requires a recount if the difference between the top two candidates for a seat is one-half of 1 percent. Powell initially challenged how state officials would test ballots prior to the recount, but dropped an appeal to the New Mexico Supreme Court after an agreement was reached over ballot testing. This was the first statewide recount since a 2008 law instituted the automatic recall requirement.[13] Dunn maintained his lead following the recount's completion on December 16, confirming his victory over Powell.[14]

Duties
The land commissioner is responsible for generating and maximizing revenue from state land trusts while concurrently protecting, conserving and maintaining the lands for use by future generations. The money generated is used to support public education and other beneficiary institutions.
These revenues are generated by the land commissioner by leasing lands for grazing, agriculture, commercial use, oil and gas drilling, mining and other activities.[16]
