Scored evidence collected on an entity's engagement with land-use and circular economy policy will now be fully weighted into the final calculations for each entity's metrics. This follows a two year process where InfluenceMap has evolved its methodology to collect evidence on corporate and industry engagement with these key areas of climate-related policy.
We have strengthened the algorithm for discounting the impact older evidence on an organization's top-line metrics. Evidence from within the last two years is weighted the strongest and then gradually weighted out of the scoring calculations as it gets older. All evidence that is 5 years or older is completely removed from the scoring calculations. Users will still be able to view older evidence items that are archived the scoring matrix below, but these will not be impacting the organization's current scores.
Climate Policy Engagement Overview The Asociación Colombiana de Petróleo y Gas (ACP) advocates predominantly negatively on climate change policy. Despite limited engagement with specific climate-related policy, it continues to advocate for policies that prioritize the interests of the oil and gas industry.
Top-line Messaging on Climate Policy The Asociación Colombiana de Petróleo y Gas (ACP)'s top-line communications, as per its Compromiso de la industria del petróleo y gas en Colombia from June 2022, acknowledge the importance of addressing climate change and emphasize the industry's role in sustainability efforts. However, it lacks specificity on timelines and commitments, leaving its support for action aligned with the IPCC unclear. ACP appeared to support a regulatory framework to accelerate the ‘green agenda’ in its magazine in October 2023. InfluenceMap did not detect a position on the UN Climate Treaty in its top-line communications in 2022-24.
Engagement with Climate-Related Regulations Despite limited recent engagement, the Asociación Colombiana de Petróleo y Gas (ACP) appears unsupportive of policy to reduce methane emissions. The ACP's engagement advocates for exceptions and weaker measures, as seen in its 1st round Comments on Resolución 40066 in August 2021, where it called for less frequent reporting and verification requirements, longer periods for leak detection and repair, and exemptions for certain fields and offshore operations.
Positioning on Energy Transition The Asociación Colombiana de Petróleo y Gas (ACP) does not appear to support the transition of the energy mix. Despite stating support for a just energy transition, for example, on its website accessed in October 2023, the association supports a continued role for fossil fuels in the Colombian energy mix. For example, in a meeting with the Colombian Ministry of Mines and Energy in August 2022 the association advocated that the country maintain sufficiency in oil and fossil gas in the short, medium and long term, and emphasized energy security concerns.
