Biography

David O'Neal was born in Lake Charles, Louisiana, and lives in Tega Cay, South Carolina. O'Neal served in the U.S. Army for 20 years and reached the rank of lieutenant colonel. O'Neal earned a B.A. in business administration from Texas Christian University in 1982, a B.A. in political science from Winthrop University in 2012, and an M.A. in teaching from Winthrop University in 2013. His career experience includes working as the district director for Congressman Ralph Norman.[1][2]

David O’Neal has been a resident of Tega Cay since 2001. He retired from the US Army after 20 years of service at the rank of Lieutenant Colonel and currently serves as Vice-Commander in the Tega Cay Veterans Association. He has a bachelor’s degree in business administration from Texas Christian University, a bachelor’s degree in political science from Winthrop University, and a master’s degree in teaching from Winthrop University.

David served on Tega Cay City Council as Mayor and Mayor Pro Tem for 6 years. He has served as District Director for South Carolina’s Fifth Congressional District for Congressman Ralph Norman for five years.

He is married to Linda O’Neal and their kids attended Fort Mill Schools all 12 years, and later both attended Clemson University.

  • While our community continues to grow, it is important that public safety remains a top priority. During my time as Mayor of Tega Cay, I was a strong supporter and advocate of our law enforcement. I will continue to bridge the gap between Columbia and our local first responders to ensure they have the proper technology and resources to keep every family is district 66 safe.
  • Our students are our greatest assets, and our schools are the foremost fountain of knowledge children are exposed to. A good quality school gives children their best chance to acquire knowledge in various fields of education. Education is the great equalizer. Together we must do everything we can to ensure our children have all the opportunities to prepare them for an ever-changing world. I will prioritize our teachers and students by giving them unwavering support. They will have the resources necessary to succeed. I will see to it.
  • Peak-hour traffic congestion affects every resident in our district. It is costly in both wasted time and wasted energy stuck idling in our cars waiting for traffic to get moving again. It is certain to get worse in the coming years, mainly because of rising populations and economic development, unless we do something about it now. For every $1 of gas taxes York County sends to Columbia we get 56 cents in return! I will work with SCDOT and York County to ensure ample funding is available to address our regional and local road issues.
