The arrest is linked to intelligence suggesting a Manipur-based banned organization was procuring equipment for potential sabotage activities. Kipgen, who was traveling with two minors, had ten TB30 intelligent flight batteries, Rs 3.40 lakh in cash, shoes, and a mobile handset. The STF is investigating further, suspecting Kipgen's association with a banned militant group.
