Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is a U.S. Navy command of more than 1,100 dedicated federal civilian employees, military personnel, and contractors who provide research, development, testing, and evaluation (RDT&E), in-service engineering, and lifecycle management to deliver specialized facility and expeditionary solutions to the warfighter. Together with our military, industry, research, and academia partners, our team of professional engineers, scientists, analysts, logisticians, contract specialists, and other support personnel provide unique agile solutions for the warfighter that specifically focus on EXPEDITIONARY, OCEAN, and SHORE needs from enduring bases to forward-deployed expeditionary locations.

We are seeking highly motivated personnel to serve in these two incredible positions: -- Chief of Contracting (Administrative Professional Manager). This job is part of the EXWC Personnel Demonstration Project; this NT-04 position is equivalent up to a GS-15. In this role, you will award and oversee more than $800 million per year of contact awards, to include engineering services, acquisition/lifecycle sustainment, information technology, and Research, Development, Test, and Evaluation (RDT&E). You will lead efforts in FAR and non-FAR (including Other Transaction Authority, Educational Partnership Agreements, and Cooperative Research and Development Agreements) contracting actions, including for cost-reimbursable, time-and-materials, and fixed price instruments. You will be instrumental in solving unique, complex contracting issues working with high level and diverse stakeholders, including U.S. and foreign businesses, industry, technical, military and other government officials. The Deputy Chief Engineer in the Technical Directorate is part of the NAVFAC EXWC Personnel Demonstration Project. This ND-04 position is equivalent up to a GS-15. You will lead interdisciplinary groups in advancing engineering (including technical warrant holders) and scientific theories, principles, concepts, standards, and methods; and provide high-level strategic and technical consultation to senior leaders at a systems command level and above. You will provide leadership and oversight of NAVFAC EXWC Technical Authority governance. You will lead, plan, manage, direct, execute and oversee complex experimental development, system engineering, integration and analysis of highly sophisticated engineering systems. You will establish and maintain partnerships with governmental, academic and industry partners to advance technical rigor, standards and assessment. NAVFAC EXWC is seeking a Senior Engineer in our Waterfront Structures Division at the ND-03 level (GS 12-14 equivalent) at our offices on the Washington Navy Yard in DC. If you have the skills and experience, we need you to develop cost estimates and funding options to meet project or program objectives for a Navy waterfront structures inspection program. You’ll advise and guide others regarding the investigation process, rules or regulations for a waterfront structures specialized inspection program. You’ll furnish input concerning the findings of specialized waterfront inspections for quality assurance reports. You’ll develop financial program data to provide management with recommendations, and you’ll perform surveillance of work performed to ensure conformance to quality management system principles.     During the week of 11 SEP 2023, EXWC's Expeditionary Department hosted OPNAV N4L5 and NAVSUP WSS at our Port Hueneme headquarters in support of the Baseline Assessment Memorandum (BAM) 2026 Baseline I Review. Team members paused for a group photo after touring the Expeditionary Maintenance Center (EMC), where they got a firsthand look at the impressive machinery and skilled technicians that provide organizational-, intermediate-, and depot-level maintenance services and support for the Expeditionary Navy.     A new report is available for Remedial Project Managers (RPMs) planning and monitoring remedies for contaminated sediment and soil sites.   Surface-Area Weighted Average Concentrations (SWACs) can be used to estimate mean concentrations over a specified area using chemical data collected over different temporal and spatial scales. There is a growing reliance on this approach to evaluate compliance with remediation goals at contaminated sediment sites.   Here is the NAVFAC report highlighting recent SWAC case studies: https://lnkd.in/gGhMmy4j
