    Sebi tweaks framework for clearing corps on liquid assets; issues prudential norms for exposure

    May 30 (PTI) Capital markets regulator Sebi has tweaked guidelines for accepting liquid assets as collateral by clearing corporations (CCs) and put in place prudential norms for exposure of such entities in a bid to strengthen the risk management framework.

    Industry body Association of Mutual Funds in India(AMFI) along with Sebi has enhanced the risk metrics and asked fund houses to disclose the result of stress test and liquidity, volatility, valuation and portfolio turnover in respect of small- and mid-cap equity schemes.

    NBFCs are well placed to harness the India Stack in ensuring last-mile credit delivery to the smallest business or remotest retail customer. For this, NBFCs will have to expand their capital base, and diversify across other sources of credit like debt markets and public deposits. Public deposits can be a cheap source of capital for upper layered large NBFCs, the benefits of which can be passed on to borrowers.

    Gold loan NBFCs urge for fiscal measures in Union Budget 2024 to infuse liquidity and introduce partial credit guarantee scheme for onward lending to micro-enterprises. They also seek priority sector status, gold linked credit line via UPI, liquidity support from SIDBI or NABARD, regulatory easing for digital lending, and co-lending partnerships. Indian households' idle gold can be leveraged for financing. Giving priority sector status to eligible gold loans will benefit small borrowers, self-employed, micro business owners, and MSMEs. Extending priority status to all micro gold loans can enable gold loan NBFCs access to increased funding.

    "With the flow of liquidity, smallcaps have become the best performing, midcaps the next, and then largecaps. At the same time, global political uncertainty has led to a recent rise in the price of gold because gold gets correlated to political uncertainty and wars. So, these are the best asset classes of the last Samvat."
