Banks want to regain power to issue lookout notices, to move Finance ministry
Banks primarily issued LOCs to fraudulent borrowers and wilful defaulters - who they suspected could run off to take the residency or even citizenship of another country. However, last month, the Bombay High Court struck down the powers of chairmen, managing directors and CEOs of all public sector banks to issue LOCs on the grounds that the 'right to travel abroad' cannot be taken away by an executive action and the powers given to bank chiefs is arbitrary and unreasonable.

The Bombay High Court declared public sector lenders ineligible to issue Look Out Circulars (LOCs) under Central government office memoranda. While deeming this practice as 'arbitrary', the court upheld the constitutionality of the Central government's office memoranda. The ruling nullified all LOCs issued by public sector banks.

Army foils infiltration attempt along LoC in J-K's Poonch, two terrorists killed
Alert troops on Monday foiled an infiltration bid by killing two Pakistani terrorists along the Line of Control in Jammu and Kashmir's Poonch district, the Army said. Army troops foiled a narcotic smuggling attempt along the Line of Control (LoC) in the Poonch district of India's Jammu and Kashmir by killing one Pakistani intruder and arresting two others. The security personnel intercepted the infiltrators, residents of Maidan Mohalla in Pakistan-occupied Jammu and Kashmir, in Shahpur sector, as they were carrying 14 packets of narcotics, Pakistani currency, some documents, and eatables.

On being challenged at close proximity to the post, an intense firefight ensued between the terrorists and the alert troops, resulting in successful elimination of one terrorist, while grievously injuring the other," said an official statement.
