The complex plan was reportedly masterminded by ULFA (I) SS Captain Abhijeet Gogoi, also known by various aliases including Kanak Gogoi, Rumel Asom, Aicheng Asom, and Aishang Asom, along with ULFA (I) chief Paresh Baruah. Another significant figure involved in the conspiracy was identified as SS Brigadier Arunudoy Dohutia.
